  2. It is revealed from an RTI application seeking information from the ACB Nagpur about the number of cases under ACB raids that were conducted in one year. The RTI details reveal that the has been a tremendous rise inthe cases of bribery committed by officers and employees of various departments, but their numbers are higher in revenue and police departments. In as many as 78 cases registered there is one case of accepting a bribe of more than Rs 5 lakh while other cases are below five lakh, within a period of first six months of the year 2015.   4. Hello sir/Madam I was appointed as a typist in Rural Development department by TNPSC on 22.12.2012. In 31.08.2014 I submitted my resignation due to my family situations. Till Now 01.06.2015 they didn't sent any acceptance letter or relieving order. But in 20.05.2015 they sent a letter stating that register my resignation in 20 rupees Bond for taking further actions. For that letter, I replied that I want to rejoin the job and asked permission. Now they are asking the G.O for rejoining of duty after 10 months of resignation. Would somebody help me. Is there any G.O for that? Pls help me

[h=1]Bring new law in 6 months for protection of witnesses: HC tells Maharashtra govt[/h] Mumbai: The Bombay High Court Tuesday directed the Maharashtra government to frame a new law within six months for protection of witnesses and also consider bringing whistleblowers and RTI activists under its purview. The government had last week informed the High Court that instead of a policy, it would come out with a law to provide protection to witnesses in sensitive cases. A draft of the proposed law was also submitted to the court. The issue of protection to witnesses, whistleblowers and activists was taken up suo moto (on its own) by the court after the murder of RTI activist Satish Shetty. The court was today informed that a committee has been formed to look into the issue and a law for the protection of witnesses would be enacted soon. Amicus curie (appointed to assist the court) Dinyar Madon, however, submitted that the new Maharashtra Witness Protection Act will not provide protection to whistleblowers and activists and may give cover only to witnesses in sensitive cases. A division bench of Justices A S Oka and A K Menon then asked the government to consider including whistleblowers and activists also under the purview of new law. The court directed the government to enact the new law within six months. In October 2014, the High Court, while ordering the government to frame a fresh policy, had also directed that protection should be provided immediately to whistleblowers and witnesses even during the investigation stage, if such a person makes a request for protection.   10. Hello, I am Jopin Philip Thomas, I am in Chennai right now in regard with my ineternship for 3 months. I have brought my dad's scooter(Honda Activa) for my convenience for the same duration. On the first day itself I was asked to give a bribe of Rs.500 for not having NOC though I had all the documents of the vehicle, in front of the Chennai Central Station (transported the vehicle through train). He intimidated me of fining with Rs.1500 for not having NOC and asked me to pay him Rs.500 in order to avoid the fine, since, I was confused and tensed with the issue (basically was not aware of the law, still) I paid him the money. After this issue I am bit hesitant to go to police station in order to ask for the regulations for the same. Kindly, do make me aware of the rules and laws to be abided for the same. Thank you. P.s. it is an urgent matter, do revert back to the query. I would be deeply grateful.
  11. 300-odd cyber plaints pending since 3 months Navi Mumbai: In just past three months, investigation of 300-odd cases is pending with city's cyber cell department. The statistics came to light when Vashi resident Ajay Marathe filed an RTI, seeking the number of cases pending since the past three months. Marathe had earlier filed a complaint with Vashi police station on August 24 last year about a video on a social networking site that showed a youth torturing a stray dog. The matter was transferred to the cyber cell. "It has been six months since I lodged a complaint but there has been no development. So I sought the extent of department's backlog through RTI," he said. Even other residents have complained about the delay in detecting cases. Nerul resident Arati Chauhan said that she had lodged a complaint about an objectionable video of women is being sexually abused, is being circulated on Whatsapp. "It's been over four months but the case remains undetected. The cops said that the service provider was not sharing the details of any videos or chats," she said. Officer from the cyber cell affirmed that they face problems while investigating cases pertaining to online fraud, siphoning money from bank accounts or posting obscene videos on social media. "The concerned organizations should share the details, which doesn't happen in case of social sites and banks, causing delays," said an official. Ex-IB official Nainan Thomas said that if the organizations don't cooperate, activists and like-minded individuals should force the government to bring in an ordinance where no organization can withhold information required for police investigation. The cyber cell officials maintained that till October 2014, the cell has managed to detect 27% of the 522 cases that were registered. BHOPAL: General administration department (GAD), which is crucial in disseminating information, is curiously indifferent about promoting RTI awareness even as proactive disclosure is a pressing matter in the state. To check ground reality, TOI filed a RTI query on June 27, 2014, seeking information on funds spend by GAD on RTI awareness in the state. But six months on, department is yet to reply. During January to March 2014, MMRDA paid Rs39.58 lakh to a private PR agency for its image building, reveals an RTI application The Mumbai Metropolitan Region Development Authority (MMRDA) had paid Rs15.82 lakh per month to a public relations (PR) agency as part of its image building before the Lok Sabha election. This was revealed in a reply received by activist Anil Galgali under the Right to Information (RTI) Act. In the reply, Dilip Kavatkar, joint project director of the Authority, said, "MMRDA appointed a PR Agency namely Ad Factors Pvt Ltd for a period of six months and paid them Rs39.58 lakh for a period from January 2014 to March 2014 and Rs7.86 lakh are in balance with MMRDA." RTI exposes 481 transfer requests by mumbai police officials written by MLAs and ministers in just 19 months. the Mumbai police commissioner and the Maharashtra director-general of police have received a record 481 written recommendations for transfers from MLAs and ministers in just 19 months. From March to September this year, the DGP got 99 recommendations for transfers, of which 30 have come from the chief minister himself. Some of the recommendations have also come from Deputy CM R R Patil. This was exposed following queries filed under the Right to Information Act, 2005. ecommendations for transfers had in fact come down in 2004, after the joint commissioner of police (administration) issued a strict warning to 71 police officers and 64 constables for trying to use political clout. Also, two departmental circulars were issued stating that any violation of the rule 413 rule of the Police Manual would be strictly dealt with. Rule 413 states that "government servants are forbidden to approach officials of other departments or non-official people for support and redress. They are liable for disciplinary action if MLAs or non-official persons approach the government on their behalf," the rule says. [sourse TOI]
  16. Chandigarh, October 16 The State Information Commission has directed the Punjab government to implement all the provisions of the Right to Information Act within two months. A few days back, Rajan Kashyap, Chief Information Commissioner, Punjab, and Information Commissioner Lt Gen PK Grover (retd), acting on a complaint of Hitender Jain of Resurgence India, observed, “Taking a holistic view, we observe that the public authorities and the public information officers have not, as yet, taken action mandated under the Act for providing complete information to the public. We observe that suo motu disclosure, as required under Section 4(1)(b), should have been completed by October 12, 2005. That it has not been done even two years after the stipulated date is a matter of concern.” “The 12,000-odd panchayats in the state and other public authorities concerned merely need to place in the panchayat ghars simple information such as the names of PIOs and their addresses. This would not require more than a couple of hours. What is clearly lacking within the state government and other public authorities is the seriousness in implementation of the provisions of the Act. If all this information is available on the government’s website, in addition to the hard copies with the public authorities concerned, it will help the public. It will also simplify the task of the PIOs of all these authorities when the information is demanded,” the directions said. “We suggest that the Chief Secretary, Punjab, should personally direct all the administrative departments in the state to complete the tasks in a time-bound manner,” the directions added. “The Chief Secretary should ensure basic compliance through directions to all administrative secretaries, who themselves are responsible for implementation of the Act by the various public authorities. We would like the state government, through the Chief Secretary, to submit a time-bound plan of action for the removal of deficiencies. A period of two months is granted to the Chief Secretary for submitting a compliance report,” said the directions. The next date of hearing has been fixed for December 12. They stated, “After considering all aspects of the matter, especially the deficiencies in respect of action taken by the public authorities regarding the mandate of RTI Act, 2005, we observe that there has indeed been a failure on the part of hundreds of authorities in complying with the provisions of the Act.” According to the complainant, 60 categories of public authorities have not met their obligations to maintain the records systematically and in computerised form and publish complete information about their organisation. Fifty categories of public authorities have not provided details of information related to addresses and telephone numbers of PIO and 31 public authorities have not appointed appellate authorities, said the directions. School teacher denied information on retirement, not paid compensation either JULY 30: The Zilla Parishad education department, which was slapped a fine of Rs 5,000 on May 29 by State Information Commissioner (SIC) for Pune Region Vijay Kuvalekar for denying information to school teacher Haribhau Jagannath Bagade under the Right To Information Act, has been sitting on the orders for the past two months. In a letter to Kuvalekar, Bagade has said neither has the ED provided any information nor paid him the compensation. Kuvalekar had pulled up Public Information Officer (PIO) cum deputy education officer (secondary division) Dnyanoba Bhujbal and other officials over the issue. Bagade, who worked as a secondary teacher in Swami Vivekanand Shikshan Sanstha’s Chhatrapati Vidyalaya in Wadgaon Rasai in Shirur, nearly 50 km from Pune, was forced to retire on December 31, 1995 after his date of birth was assumed as December 12, 1937. Bagade was born on December 12, 1938. Bagade approached Lokayukta, Mumbai and Judicial Magistrate Court, Koregaon, Satara where the court, in a verdict on August 29, 2000, upheld Bagade’s date of birth as December 12, 1938. The verdict was validated by Lokayukta, Mumbai. The State government passed the order to ED, Zilla Parishad and Deputy Education Directorate to immediately arrange for the payment of a year’s salary to Bagade. The order was addressed to the deputy directorate (education), Pune which forwarded it to ED which took no action. The delay forced Bagade to file an RTI requisition on September 30, 2006 seeking information on the action taken by the department on the State government’s and Education Directorate, Pune’s orders. When no information was forthcoming, Bagade filed the first appeal on November 13, 2006 before Education Officer (secondary section). When he was denied information yet again, Bagade reappealed to the first appealing authority who passed an order saying, “PIO should explore whatever information could be provided.” A second appeal was lodged with state information commissioner on April 9, the hearing of which was scheduled on May 8 by Kuvalekar. The SIC in its ruling ordered the PIO to give information to Bagade by June 10 and a receipt of the same should be submitted to the Appellate officer cum education officer (Secondary), Zilla Parishad Prakash Parab. Kuvalekar asked the ED and deputy education directorate to send a completion report before June 15. The SIC ordered Parab to ensure that Rs 5,000 was paid to Bagade under RTI 2005 Section 19 (8) by June 20 as compensation. This amount was to be deducted from the salaries of Bhujbal and other officers. Parab was told to submit a completion report to the SIC. Kuvalekar’s order stated that Bhujbal should have followed the RTI rules strictly and asked for his conduct to be recorded in his confidential report .   18. Jalandhar, July 27 It took almost eight months for the district revenue officer-cum-state assistant public information officer to deliver information sought by an applicant under the RTI Act. Though the application was received by the office on November 15 last year, they failed to deliver it within prescribed time period, finally delivering it on July 12 this year. Under the application Sanjay Singh Sehgal, former vice-president of the District Congress Committee, had asked for the details on the duty assigned to government school and college teachers for conducting Vidhan Sabha poll. Going by the documentation, the revenue officer committed even a bigger blunder as the information compiled and properly presented had reached his office from the deputy commissioner-cum-district election office on December 4 last year, but it was retained and not passed to the applicant for another seven months. In the reply, it was stated that 24 teachers from Phillaur, 23 from Noormahal, 17 from Jalandhar South, six from Lohian, three teachers each from Adampur and Jalandhar Cantonment, two each from Nakodar and Jalandhar Central and one from Jalandhar North have been assigned the poll duties. According to the reply, science and mathematics teachers from high and senior secondary schools were also not spared from poll duty. Declaring the information received on July 12 this year as completely irrelevant, Sehgal said that he had sought it earlier for the interest of underprivileged students studying in government schools, who were forced to miss their classes, as their teachers were on poll duty for over a month. Sehgal stated that on the basis of the information, he had planned to request the deputy commissioner and election authorities to exempt the teachers from poll duty as the annual examination of the students were drawing nearer.
