  5. Haryana Paid Rs. 5.5 Crore as Legal Fees For a Single Case NEW DELHI: To fight high-profile cases, state and Central governments often hire senior lawyers. But the previous Haryana government under chief minister Bhupinder Singh Hooda of the Congress was billed an unusually high amount - a whopping Rs. 5.5 crore - to prosecute workers accused of violence at Maruti's plant in Manesar, in the western part of the state. More than 150 workers were arrested - almost all are still in jail - in an outbreak of violence at the Manesar plant of the carmaker in 2012, in A Right to Information (RTI) application accessed by NDTV has revealed that senior counsel and now Congress Rajya Sabha MP KTS Tulsi was appointed by the state as a Special Public Prosecutor (SPP) in the Maruti case. Mr Tulsi charged Rs. 11 lakh for a single appearance in the Gurgaon Additional District and Sessions Court. The RTI reply also details other fees, including that of Mr Tulsi's three assistants - Rs. 66,000 for each appearance - and "clerkage" of over Rs. 1 lakh for his expenses - a total of over Rs. 5 crore in just two years. Mr Tulsi, who has been a Congress Rajya Sabha MP since February 2014, said the violence had caused great alarm in Manesar, the state's industrial hub, and that he was approached by the Haryana government to represent it. But even for a high-profile case, that is a large sum for any government to pay as legal fees to its special prosecutors, especially for a trial in a lower court. In contrast to Mr Tulsi's fees, the special prosecutor in the coal scam case is paid approximately Rs. 33,000 for each hearing. When NDTV persisted with its questions about his fees, Mr Tulsi lost his temper. "I don't want to discuss my fees," he snapped and added: "I will not let you discuss it. It was an agreement between the Haryana government and me. I don't have to justify it." Vrinda Grover, who represents the Maruti workers in the Supreme Court, said it was hard to see how such a major expense was in public interest. "It's the choice of the state who it appoints as SPP, but to use public money for a sum such as this, we can look around to see if that is appropriate," she said. The Haryana Congress couldn't be reached for comment. The new BJP government in Haryana says hiring Mr Tulsi is an example of the old regime's excesses. "The government has its own battery of 85 law officers," said Bhupeshwar Dayal, Officer on Special Duty to Chief Minister Manohar Lal Khattar. "Yet, a questionable amount of money was paid to KTS Tulsi by the Hooda government. We're looking into it." In December last year, Mr Tulsi was dropped from the case. Even as the previous administration is asked to justify spending such an unprecedented amount of public funds on trying its own workers, the BJP must decide on whether Mr Tulsi will get the remainder of his dues - Rs. 65 lakh - still owed for his services. 6. MUMBAI: The University of Mumbai turned poorer by Rs 12.11 lakh to defend its vice-chancellor Rajan Welukar's appointment in court. In response to an RTI query filed by activist Anil Galgali, the MU said it had utilized the services of lawyers who were not empanelled by the varsity. and paid them Rs 12.11 lakh as fees. What is blatant, said Galgali, is that the amount spent from the university's coffers did not have sanction either from the state government or the governor, who is the chancellor. 8. I had a Chevrolet Aveo UV-A car registered in Koramangala, Bangalore in Aug 2008, which was transferred to Aluva, Kerala and re-registered there in July 2012. Since then I have been pursuing the road tax refund from RTO, Koramangala. It took more than a year to organise all the required documents by RTO, Koramangla to process the refund. Finally in Jan 2014 I got an acknowledgement admitting my claim and was asked to report after two weeks. Since then I have been periodically visiting the office only to be given another date and excuse. Finally when I thought it was almost through, the officer processing it informed me that the process note indicates the requirement of the original tax paid receipt. When I had stated that it is endorsed in the RC book, they said that will not do. On meeting one of the Joint RTOs I was advised to remit a fee and collect a certificate from the concerned section that such an amount was paid on that day. This procedure took another 10 days which the clerk concerned reluctantly did, grumbling about its necessity. When I had gone to enquire about it he told me that he had a helluva time finding the old register where it was recorded. Though the certificate was ready I had to get it signed by an officer called the HQ Assistant, who at that time was not in his seat. When he had come I was given this huge register and a another book to be carried to his room, who then questioned me again on the requirement of such a certificate in a manner that sounded like I had committed a serious mistake of not preserving the original tax paid receipt. Finally the certificate was signed and I carried it happily to the section officer handling the refund only to be told that I will have to come another day. I went there again after 10 days. This time the excuse was that it will take another 10 days for process. Since my patience was wearing out I used the contacts of a friend to talk to an officer in the Office. He was kind enough to come over from another department and personally go through my file. On going through it he told be that it has been audited and the amount will be released within a week. I promptly went there after a week, but the officer concerned just glanced at me and disappeared. Again I had contacted my friend, who on enquiry with the contact at the RTO informed me that the request is pending with the Treasury and that I will be informed over phone when it will be ready. It is now nearing 6 months after the claim was admitted. Kindly let me know what procedure I should follow to air my grievance and get it redressed at the earliest.

This was revealed in a reply received by activist Anil Galgali under the Right to Information (RTI) Act. In the reply, Dilip Kavatkar, joint project director of the Authority, said, "MMRDA appointed a PR Agency namely Ad Factors Pvt Ltd for a period of six months and paid them Rs39.58 lakh for a period from January 2014 to March 2014 and Rs7.86 lakh are in balance with MMRDA."
