  2. AGRA: The district administration has launched a month-long 'Operation Smile' to trace missing children in Agra from July 1. The official data reveals that 64 children went missing in the city between January and October, 2014 alone, and 24 (37.5%) still remain untraced. The information was revealed in response to an RTI query. According to information, police have formed a team comprising a sub-inspector and two constables at each police station to coordinate with one another and mount an exercise to trace the missing children. The Right To Information Act has been achieved after a lot of struggle and it should not be diluted by putting forth unnecessary and pointless questions, Central Information Commissioner Madabhusi Sridhar Acharylu said here on Tuesday. [h=1]PMO declines information on people meeting Modi[/h] The Prime Minister's Office has refused to reveal to an RTI applicant the information about people who had sought an appointment to meet Prime Minister Narendra Modi, saying this would be prejudicial to the country's security and integrity. Rohit Kumar who had sought the information under the Right to Information Act termed the answer "ridiculous", and said he would appeal. The chief public information officer (CPIO) in the PMO in response to the RTI query by Rohit Kumar - a third-year student of Kalinga Institute of Industrial Technology in Odisha - cited concerns for the sovereignty, integrity, security and the strategic interest to hold back the information sought by him. The prime minister meets people both formally and informally in connection with the functioning of the government and other issues and revealing this information may have "prejudicial effect on the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the state and relations with foreign states, as well as confidential third party information," the PMO said in its reply. Declining the information, it said, "...there may be instances of such meeting being exempt from disclosure of information under Sections 8(1) and 11 of the Right to Information Act." "Sometimes, persons meeting even request the very fact of the meeting having taken place be kept secret," it said in response to Rohit Kumar's query seeking details of individuals whose request for appointment was granted and who had met the prime minister and how many of those were from a business background. A disappointed Rohit Kumar said: "It is ridiculous. How the sovereignty, security, unity and integrity of the country is threatened by the disclosure of information about the people who had met or meet the prime minister upon the grant of the request for the same?" He told IANS in an email that he would file an appeal challenging the refusal of information. "This is indeed an unfortunate era going on for all the activists. All the rights-based laws are being questioned like MGNREGA, RTI Act, Land Acquisition Act etc." "The PMO has become the biggest rejector of RTI applications. So, this type of blatant opaqueness in the governance process is a huge threat to the democratic structure of the nation," he said. He also noted that it was not just the PMO which was declining requests for information sought under the RTI but all the departments under the present government were likewise stonewalling information. Police stations daunting for disabled people ************************************* Vadodara City (Gujarat) based RTI activist Sursingh Solanki, who has been working to make a barrier-free society for the disabled, received vague replies from the city police department when he sought information about their plan to install ramps at police stations. In the reply to an earlier RTI, the department had stated that none of the 18 police stations in the city included a ramp and other provisions mentioned under the General Development Control Regulations (GDCR) for public buildings. Solanki filed a RTI to know what plans the department had proposed to revamp the police stations. Replying to the RTI the police department gave a vague reply assuring to take action immediately. "In the reply, they mentioned no clear plans of making the structural changes in the police stations. Hoping for a better response, I decided to take up the issue with senior officials in the department," Solanki said. Solanki, who is also disabled, met with a senior police official. "The officer was sympathetic and reviewed the RTI reply himself. He assured that the work to make police stations barrier free will start immediately," he added. Solanki was promised that all police stations in the city will have proper ramps by the end on 2016. The police department had sent a letter to the Gujarat Rajya Police Station Aavas Nigam asking them to propose changes in the police stations. A copy of the letter was also sent to Solanki by the police department. However, when Solanki filed a second RTI asking a report on the progress of the project the answer was equally vague. This was after the senior police official had instructed the construction department to start making police stations barrier free. "The reply that was given for the second RTI also did not give a particular time frame. But they had identified 11 police stations that could not be revamped to include structural changes. The reply states that work of constructing a ramp will start on Fatehgunj, Karelibaug, Wadi, City, Tandalja, Gotri and Gorwa police stations as and when there are funds allotted," Solanki said. Solanki had filed a series of RTIs at various departments to discover how many public buildings in the city were barrier-free for the disabled. "I filed the RTIs as a part of my effort to find out which public offices and institutions comply to the provisions of Persons with Disability (PwD) Act, 1995. The senior officials of the police department were supportive but there is no work being done at the ground level," Solanki added.

Mehdele could not be contacted for comments despited repeated attempts by PTI. “It is surprising that such a bizarre suggestion could be made by senior minister Mehdele. She hails from the Panna region of the state, which is known for its tiger population. I denounce such a proposal and request the central government not to give its permission for domesticating the tiger,” Dubey said.   15. Hello, It's my first post on rtiindia. Let's come to the point fast. I've got a project from my institute to find following data(Social Welfare related). And for this, shall I have to file RTI to Delhi-SDMs/Delhi-govt or at other place?? So please guide me guys. Here is the requirement for the project(Help is needed for question number 3 and 4): 1) Number of SC Scheduled Castes in Delhi (easily available on internet). 2) Number of SC people caste-wise in Every District (Though it was tedious to find, but at last I got the result after a long struggle) 3) Number of SC people caste-wise(first 4 castes in Delhi's SC-list; i.e. Ad-Dharmi, Agria, Aheria, Balai) in every village/town of every District in Delhi. And for this question, I might have to get out of my computer room. (To apply RTI.. But yeah, is it possible to file RTI in the required department from my Computer Room?? ) 4)(Hardest one, I think so) From where Agria caste came in Delhi? (As in the last available caste census, it was not in Delhi). (I'm in a fix whether RTI can be used for this one or not. :| ) Any sort of help is heartily appreciated. Thanks

Reported by Hindustantimes.com on July 26, 2014 PM throws open governance to people online - Hindustan Times Prime Minister Narendra Modi on Saturday launched an interactive online platform that allows people to share ideas and suggestions and participate in the country's governance. "Democracy cannot succeed without people's participation in Government and this participation should not be limited only during elections. The participation should be there in fulfilling peoples' aspirations and needs," Modi said while inaugurating the platform. "The platform would bridge the gulf between people and government," he said. The portal, MyGov, will serve as a medium for the people, especially the youth, to connect with the government and thus contribute to nation's development. There are multiple theme-based discussions on MyGov where a wide range of people would share their thoughts and ideas. Further, any idea shared by a contributor will also be discussed on these discussion forums, allowing constructive feedback and interaction. Citizens can upload documents, case studies, pictures, videos, other work plans on the platform. "MyGov presents an opportunity to the citizens to both 'Discuss' and 'Do'," the statement said. The National Informatics Centre (NIC), Department of Electronics and Information Technology (DeitY) would implement and manage a platform "MyGov" which would facilitate citizen engagement in good governance. Minister for Communication and IT, Law and Justice, Ravi Shankar Prasad and senior government officers were present at the launch of the platform.

PUBLIC NOTICE No. CPV/PMU/551/10/11 30 May, 2014 It has come to the Ministry’s notice that some private portals/individuals have been claiming that they are ‘recognised /authorised’ by the Ministry of External Affairs, Government of India, to extend passport assistance to the public. The Ministry hereby makes it clear that the passport portal (www.passportindia.gov.in) is the only Government portal offering passport services to citizens within India. The portal is web-based and can be accessed by anyone, anytime, anywhere for seeking passport services. There is no system in place to ‘recognise/authorise’ any individual or any travel agency in this regard in the country. Any one dealing with such fraudulent portals/advertisers/claimants, will do so at his/her own risk and consequence. =============== This is probably a result of countless RTIs filed by me regarding "recogonised/authorised" agents. Generally these were touts who acted in collusion with the RPO staff. In fact the situation in Hyderabad RPO was so bad under the previous Passport Officer that when an citizen applied for a passport, the "information" would be leaked to a agent. The applicant would then get a call from the agent offering to expedite the process on payment of money. The RPO Hyderabad has now got a service desk manned by es serviceman who help complete the application process - for a very small fee. But we Indians are very smart.....the business of agents has now been taken over by Internet Cafes....who help get people appointments in PSKs - also in collusion with the RPO staff and sadly even the TCS staff.
