Make activities, finances public: Ministry to IOA, NSFs NEW DELHI: In a bid to ensure transparency, the Sports Ministry today made it mandatory for the Indian Olympic Association and the national federations to disclose their activities and finances online, failing which their recognition could be reviewed. Privileges for US diplomats in India not restored: Government NEW DELHI: Privileges including airport passes to US diplomats and their family members here which were withdrawn following arrest of IFS officer Devyani Khobragade over an year ago, have not been restored by the government. The American Embassy has also not been allowed to carry out any commercial activity from its premises, the Ministry of External Affairs said. All the identity cards earlier issued to the US officials (and their families) working it its four consulates in India were withdrawn or cancelled with effect from December 24, 2013 and new IDs were issued only to the eligible officials, it said. With effect from January 1, 2014, the American Embassy is allowed to draw duty free alcoholic beverages, cigarettes and food items only for its eligible diplomats and not allowed to pool these items on behalf of diplomats of other embassies, the MEA said in reply to an RTI query seeking status of privileges withdrawn by the government to US diplomats he .. SIC no to making service books of 164 officers public The Madhya Pradesh State Information Commission has quashed the order of first appellate officer in which it was directed topublic information officer to provide free of charge information of service books of 164 officers and employees. Generally, the citizens make second (final) appeal to the Commission against appellate officer and public information officer. In a rare case, a public information officer lodges second appeal against the appellate officer.The Commission in its hearing by its commissioner Atmadeep accepted the appeal and rejected the order of the first appellate officer. The rejection of the order will lead to a stop on making personal information public of more than 150 officers and employees along with principal of Govt. Two brothers, retd colonels, got 31 plots under HUDA quota Two retired Army colonels being probed as part of an investigation into allegedly fraudulent multiple allotment of plots to individuals by the Haryana Urban Development Authority (HUDA) had between them got as many as 31 plots. Karan Singh Yadav and Dharam Singh Yadav, who are brothers, were allotted these plots in various urban estates of Haryana between 1998 and 2004 (including the time they were serving), documents submitted in the Punjab & Haryana High Court show. The scam is being probed by HUDA on the orders of the court. Over 325 FIRs have been registered against beneficiaries, including 188 defence personnel, who allegedly got more than one plot in their name, or in the name of their spouse or children.   6. Mumbai : In a landmark order, the Central Information Commission has ruled that CCTV footage of a public place is in the public domain and cannot be denied to a citizen. The case pertains to Mumbai-based RTI activist Chetan Kothari, who wanted the CCTV footage of the incident when a UCO bank cashier at Bhulabhai Desai Road misbehaved him. “The man ahead of me in the queue got Rs 1,000 in the denomination of Rs ten but when I asked for it, the cashier, Ganpat Dongera, was rude to me,’’ said Kothari. The incident happened on November 3, 2012. Unsatisfied with the action taken by the bank — merely instructing the employee concerned to be polite — Kothari asked for the service record of Dongera as well as the CCTV record of the incident. PATNA: The irony could not have been more pronounced: When this newspaper asked Bihar State Milk Cooperative Federation Ltd (Comfed) MD Harjot Kaur why milk was being sold @ Rs 33 to 43/litre in Bihar and Rs 25/litre to a private dairy at Joya in Moradabad, she banged the phone. When the report got into print on May 29, the MD of Vaishal-Pataliputra Milk Union (VPMU) - one of the milk unions under the cooperative - presumably took it upon himself to deny the report, of which VPMU is only a small part. 'Presumably' because the denial is on plain paper, not on letter head, and the signature is also illegible. It does not have even a letter number. The gist of the three-page denial, which has used terms like 'baseless', 'misleading' and their synonyms at least 36 times, is that the TOI report is bunkum. Kaur, on her part, held a press conference to trash the TOI story. This newspaper was not invited to the presser. We exercised our RTI (right to information) to know who is misleading whom. And according to documents procured under the RTI Act, the state animal husbandry and fisheries department received complaints earlier this year, alleging milk unions under Comfed were sending lakhs of litres of milk to private dairies in Delhi and Moradabad for processing the same as powder. Thus, the milk powder plants, opened by the Bihar government investing crores from the state exchequer, are not being utilized. This causes losses worth crores to the state every month, the complaints alleged and added one private party was selected in violation of tender rules. Modi's decision for audit of NMCG welcomed VARANASI: The decision of Narendra Modi government for an audit of Rs 7,000 crores of National Mission for Clean Ganga (NMCG), was welcomed by Ganga Mahasabha, an organisation working for the river. The organisation in 2012 had sought information under RTI Act regarding funds provided to NGRBA for the conservation and cleaning of the Ganga since 2009. During January to March 2014, MMRDA paid Rs39.58 lakh to a private PR agency for its image building, reveals an RTI application The Mumbai Metropolitan Region Development Authority (MMRDA) had paid Rs15.82 lakh per month to a public relations (PR) agency as part of its image building before the Lok Sabha election. This was revealed in a reply received by activist Anil Galgali under the Right to Information (RTI) Act. In the reply, Dilip Kavatkar, joint project director of the Authority, said, "MMRDA appointed a PR Agency namely Ad Factors Pvt Ltd for a period of six months and paid them Rs39.58 lakh for a period from January 2014 to March 2014 and Rs7.86 lakh are in balance with MMRDA."   11. NEW DELHI: The provisions of RTI Act apply on private schools also which are governed by a law such as the Delhi Education Act, the Central Information Commission has held. The case relates to an ex-employee of Jindal Public School who filed an RTI application with Directorate of Education seeking a certified copy of service book and other details from her past employer. The Directorate provided the information available with them but the school refused to furnish the reply saying RTI Act does not apply on it. information sought by its ex-employee, Information Commissioner Sridhar Acharyulu said the school is duty bound under sections four and eight of Delhi Education Act 1973 to abide by the regulatory conditions of service, payment of salaries as prescribed for which school has to maintain records which provide an "inherent and implied" right to information to their employees.   12. CHENNAI: Most government hospitals in the city have fewer ventilators than sanctioned or necessary. Several ventilators are unused as they've not been maintained, as per data obtained through an RTI application by TOI. In Government Stanley Medical College Hospital, 22 of the 50 ventilators are not working. In Government General Hospital, 19 ventilators are not working. Government Royapettah Hospital and Government Kasturba Gandhi Hospital have only 13 ventilators each. Government Kilpauk Hospital did not reply to the RTI application. A ventilator is a life-saving equipment that helps a patient breathe. A hospital requires ventilators in its intensive care unit (ICU), intensive cardiac care unit (ICCU), TB ward, neonatal ICU and casualty ward. Chennai's government hospitals get about 150 critically ill patients every day, not just from the city but also from districts. Mumbai University to start certificate course on RTI Perhaps a first in India, the department of civics and politics at Mumbai University is set to start a six month certificate course on RTI Act, to empower those struggling to learn its use. The course, likely to start from January 2015, aims at targeting social activists, journalists, bureaucrats and members of civil society, to ensure more effective use of the tool. "The idea has been conceived recently and we are still working on its extensive details. An expert committee will soon be formed to workout the syllabus and other details of the course," said Dr Surrendra Jondhale, HoD of civics and politics, Mumbai University. The department in collaboration with NGOs like Mahiti Adhikar Manch is organising a convention, "Western India Convention on Right to Information" on June 7 and 8. The convention aims at discussing every aspect related to the Act. "In the past eight years ever since the inception of the RTI Act, 40 RTI activists have been killed and 150 injured. We have been demanding a need for a special fast-track court for all such individuals, who were attacked or killed for raising their voice. At the end of this convention, we want to finalise a list of resolutions and demands that will strengthen the use of this Act," said Bhaskar Prabhu, convener of Mahiti Adhikar Manch.   15. Tuberclosis cases and TB-related deaths have been rising in the district in the past few years, according to data provided by the district healthauthorities under the RTI Act. While 1,318 TB cases were detected in 2012, the figure shot up to 1,630 in 2013, showing an increase of nearly 25 per cent. As many as 575 cases of TB have been detected so far this year. The number of TB-related deaths has also been gradually increasingover the years. While 24 persons reportedly died due to TB in 2009, 43 TB patients died in 2013.   16. It seems cases of suicide and fratricide are posing a bigger threat to the security forces than militants in the country. According to the latest statistics, more security personnel have died in such incidents than in militant attacks since January this year. In response to an RTI filed by Jammu Kashmir Coalition of Civil Societies, a non-governmental organisation, 24 jawans have killed themselves either by suicide or fratricide as compared to 15 killed in encounters with the terrorists across J&K. The security establishment is finding it hard to tackle this menace despite several measures to reduce incidents of suicide and fratricide. As the Valley is heading for normalcy and peace, strategists find the trend alarming.   17. NEW DELHI: Delhi Sikh Gurdwara Management Committee has written to lieutenant governor Najeeb Jung asking him to exempt Sikh women from wearing helmets. To claim the exemption, they cited an RTI reply from Delhi Police as proof showing that no Sikh woman had died in a motorbike accident last year. Avtar Singh Sethi, president of Delhi Sikh Citizen's Council said that he had filed the RTI to the office of special commissioner (traffic), Taj Hassan. Traffic cops then asked them toapproach the district police who replied that no data of a Sikh woman being killed in a fatal accident was received by them. The groups also wrote to the LG asking him to exempt Sikh women from wearing helmets since it would be hurting their religious sentiments.     B.S.E.S. New Conncetion

    Dear Sir, I am living in Harsh vihar Delhi. I had applied for the New Connection in the Name Shri. Suraj Singh on dated : 4-1-2009, after that they have done verification. but Till date we have not confirmation from B.S.E.S. When we go for information they says that your request for new connection has been cancelled. My Request Number : R0401100001012 Place of Application : C-2, Tahirpur Delhi office. Kindly consult me what i should do. chanderkant
