    Justice Lodha committee report

    Dear Editor, It is beyond understanding how and why real masterminds and bosses of dirty cricket-politics in India are escaped through every proceeding when no action was recommended against heavyweights of Indian cricket and celebrity cricket-player/s having direct involvement by getting attached to company of former Chief of Board for Control of Cricket in India (BCCI). Nothing can practically improve till real culprits having direct or indirect control on Indian cricket are severely punished and shunted out of cricket-politics for ever, apart from making BCCI directly accountable to public by bringing it under purview of ‘Right-To-Information’ (RTI) Act. Precious court-timings including at Supreme Court have been spent on matters involving BCCI with the Apex Court finally holding BCCI discharging public-functions due to several reasons, an aspect sufficient to make BCCI accountable under RTI Act. Otherwise also, world’s richest cricket-body BCCI is funded by craze of citizens of India who take cricket as religion.     Departmental enquiry report in RTI

    Hello, I filled a complaint of a employee of BSNL in his department central head quarters. Filled RTI about their steps taken, PIO replied that an enquiry is being set up. Now after finishing the investigation i asked the report of it so they sent my RTI to concerned local office which replied that it is a third party information and cant be given. I applied to CIC and the hearing is on 21st july, plz help with citation to get the information.

  4. I would like to ask the people in the forum what is their experience with online grievance redressal through the website pgportal.gov.in and subsequent filing of RTI for Action Taken Report. Which departments have you found success with? What if you mistakenly send the grievance to one department? Is that dept. bound to transfer the grievance to another department like the way RTI is done?
  5. An inquiry by the education inspector's office of south Mumbai had found that Ruia College of Shikshan Prasarak Mandali has charged excess amount from students. The education inspector had submitted a report to the deputy director for further action. Sameer Gaikwad, a Ruia alumnus, has been gathering information from the college through Right to Information applications. Gaikwad had pointed out that there were many irregularities in the functioning of the college. The education department had asked south Mumbai education inspector BB Chavan to probe into it. India may be considered a sporting minnow but in terms of doping by its athletes, it has been ranked third behind Russia and Turkey in a World Anti-Doping Agency Report for 2013 with as many as 91 from the country testing positive for banned substances in that year. According to the 2013 Anti-Doping Rule Violations Report released by the WADA on June 15, Russia has maximum number of dope offenders with 212 testing positive while the figures for Turkey and India were 155 and 91 respectively. After the documents went missing in a case of extortion and criminal intimidation against Indian National Lok Dal (INLD) member Ranjit Singh Panjhetha, it has come to light that in an RTI reply to the complainant, the police have replied that they do not have any inquiry report. On Wednesday, the court of Civil Judge Junior Division Dazy Bangarh had issued notices to the Chandigarh Police SSP and the Station House Officer of Sector 39 police station to present the documents in the case. Hello, Two months before my bike was theft in Noida (U.P) however till date I could not collect my final report from surajpur court because court room person have demanded much amount (bribe) which I do not want to give them because I have paid many time as at the time of FIR after that when I got final report from police station . The Prime Minister's Office is among the top public authorities to have rejected the maximum number of RTI applications received by them during 2013-14, according to an annual CIC report released on Wednesday. The top slot in the list is taken by Ministry of Corporate Affairs which has rejected 28.85 per cent RTI applications received during 2013-14 followed by the PMO (20.49 per cent) and Ministry of Finance (19.16 per cent). Following them closely are ministries of Power and Home, Cabinet Secretariat, ministries of Personnel and Defence, President's Secretariat, Ministries of Housing and Petroleum and Natural Gas. The data for 2013-14 shows slight change as for the previous three years, Finance Ministry topped the list of public authorities rejecting highest number of RTI applications received by it. Another trend mentioned by the transparency watchdog in its report is that the public authorities are rejecting the RTI applications citing reasons which are other than those listed out in the RTI Act. An RTI application can only be rejected under categories listed out in sections 8, 9, 11, and 24 of the RTI Act which gives various provisions under which information can be denied to an applicant. The analysis by the CIC shows a whopping 44 per cent of RTI applications being rejected by the public authorities in 2013-14 citing reasons as "others" and not giving any of the reasons in the RTI Act for rejecting the requests for information. "This calls for scrutiny and introspection by public authorities to ascertain the reason(s) for rejecting requests for information on the ground instead of judiciously applying provisions of Section 8(1), 9, 11 and 24 of the RTI Act," the report says.
  15. Hello, I applied for tatkal passport in sep 2014, and i got my passport within 3 days . After 2 months i received a lettr to surrender my passport , which i surrendered and then revarification was initiated , i completed the verification, and it was sent back to passport office on 6 feb2015. i would like to know , how long they take to despatch the passort in such cases. thanks.
  16. Hello, I applied for the tatkal passport in late 2013 and got the same with in a month. After a year , I received a letter from Lucknow RPO which asked me to surrender the passport and explain the reason as to why I suppressed the information. I sent them a letter with all valid documents attached along with address proof as soon as I received the letter from them.(I have the proof) Now again they have sent me a letter asking to submit the passport. I visited the Lucknow RPO office with a copy of letter that I sent them a year ago, but they do not have any record for that. To my suprise they told me that They did not receive any letter. When I asked why the report is adverse , they gave me the reason that in the police report it has been mentioned that U are not the native of the place(KANPUR) for which I submitted the address proof. They told me that You have migrated from Bihar and settled in KANPUR(UP).They are correct but we are staying in kanpur from past 20 years and i have ration card , voter id card for kanpur only. They are asking me to submit the passport and re verification will be done. My question is: 1. Shall I submit the passport. 2. iF YES , then I now stay in delhi from past 1 year. Where will the verification be done kanpur or Delhi. 3. How much time will they take to return my passport. 4. What is the use of re verification , as the reason that they gave me is ridiculous and cant be changed. Please help me , I am not sure what to do. I tried explaining the officer but he is not ready to listen anyting and saying We can only help after u submit the passport.

  18. Dear All, Can we ask High Court to give information of Log book, action taken report and all correspondences for a letter? If they Just say "The said letter is Filed"? then what to do? Can we do the Appeal and ask? If in appeal they refuse saying "It's internal office record we can not give" What can be done on that? Any case reference Please reply. Thanks

The state vigilance bureau (SVB) is accused of concealing the findings of an inquiry into a scam in implementing the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in Ambala district. In the case registered in February 2011 in Ambala, the role of several senior bureaucrats and state forest department officials was investigated. The bureau, after completing its report, kept it secret. In the past three months, it headquarters has twice turned down the Right to Information (RTI) Act applications (HT has copies) for details on the grounds that the report is pending with the Haryana government for “final consideration”. PATNA: The irony could not have been more pronounced: When this newspaper asked Bihar State Milk Cooperative Federation Ltd (Comfed) MD Harjot Kaur why milk was being sold @ Rs 33 to 43/litre in Bihar and Rs 25/litre to a private dairy at Joya in Moradabad, she banged the phone. When the report got into print on May 29, the MD of Vaishal-Pataliputra Milk Union (VPMU) - one of the milk unions under the cooperative - presumably took it upon himself to deny the report, of which VPMU is only a small part. 'Presumably' because the denial is on plain paper, not on letter head, and the signature is also illegible. It does not have even a letter number. The gist of the three-page denial, which has used terms like 'baseless', 'misleading' and their synonyms at least 36 times, is that the TOI report is bunkum. Kaur, on her part, held a press conference to trash the TOI story. This newspaper was not invited to the presser. We exercised our RTI (right to information) to know who is misleading whom. And according to documents procured under the RTI Act, the state animal husbandry and fisheries department received complaints earlier this year, alleging milk unions under Comfed were sending lakhs of litres of milk to private dairies in Delhi and Moradabad for processing the same as powder. Thus, the milk powder plants, opened by the Bihar government investing crores from the state exchequer, are not being utilized. This causes losses worth crores to the state every month, the complaints alleged and added one private party was selected in violation of tender rules.   22. Dear All, Greetings on the Fourth Anniversary of RTI Act ! As some of you may be aware that as person committed to the cause of e-Governance I had been contributing my thoughts and ideas at various forums, especially through the discussion forum india-egov. Off late I had been using the RTI Act extensively to gather information related to implementation of National e-Governance Plan.The purpose had been to monitor the NeGP from the citizens prospective and suggest course corrections where ever required. In my quest for seeking information on the NeGP, I had an extensive experience / exposure to the implementation of the RTI Act in India. Therefore I thought to document my experiences and prepare a Citizens Report Card on implementation of RTI Act in India.The sixty page report card in its original format was over 20 MB and therefore could not be shared through the e-mail. The compressed file is not in the same formatted form as original, however it catches the complete content of the citizens report card. (I have uploaded the file on the website rtiindia.org; but i am not sure if it is already uploaded) I request you to download the above report card and use it for your reference. I will be glad to share my first hand expereinces in any workshop / event on RTI Act as you may be organizing. I also request you to kindly share the above Report Card with the CPIOs / officials who in your opinion will benefit from it. RTI now a common man’s tool: study as reported by Vidya Subrahmaniam, The Hindu, Oct 15, 2008 Study belies propaganda it is used by select social activists ----------------------------------------------------------------------- * Applicants closed down polluting factories, fought corruption * Villagers see information as key to solving problems ----------------------------------------------------------------------- New Delhi: An interim assessment of the Right to Information Act, 2005, undertaken independently, has concluded that more and more people are now using it in new ways, disproving the propaganda that RTI is an instrument handled only by select social activists. The first of its kind, the comprehensive study, conducted jointly by the National Campaign for People’s Right to Information (NCPRI) and the Right to Information Assessment and Analysis Group (RaaG), has been billed as a people’s initiative to assess who is using the Act and to what purpose. The study covered 10 States, besides Delhi. In their report, “The People’s RTI Assessment 2008,” the NCPRI and RaaG pointed out that so far all information on RTI was either anecdotal or derived primarily from government data. Nor was there any evaluation of how the Act impacted societal actors such as the media, courts, the corporate sector and non-governmental organisations. The NCPRI and RaaG conducted separate rural and urban surveys and also collected about 5,000 case studies from across the country, culled from the Hindi and English print media and downloaded from websites and blogs. A perusal of the cases showed that more and more people were invoking the Act, and for a variety of reasons. In many cases, the applicants went beyond securing answers to their questions. They closed down polluting factories, fought corruption, and formed themselves into a larger group to support one another. Internet users formed their own online support groups, and helped applicants fill applications. Specific examples of enlarging RTI: People in rural Karnataka combined campaigns for the Right to Information and the Right to Food to fight hunger. An 86-year-old Dalit farmer in Maharashtra used the RTI data to prevent his strawberry fields from drying up. In Uttar Pradesh, over 14,000 residents in a cluster of eight villages, 60 km. from Banda, used RTI to fight for their right to have roads, bridges and electricity. The surveys showed that an overwhelming majority of rural residents saw information as the key to solving village problems. More than two-thirds of rural respondents said they had received a response to their applications and nearly one-third said their problems had been solved though they had received no information or received only partial information. Among urban respondents, nearly three-fourths said they had received responses though they were slow in coming. Engg college fails to send annual report to AICTE Ahmedabad, October 8 A Government-Run engineering college has been reported to have failed to submit its annual status report (also called Compliance Report) for the year 2007-08 to the apex approving body All India Council of Technical Education (AICTE), which creates the possibility of its approval stand cancelled. The college, regardless of not having a single permanent faculty member, had granted admission to 120 students for current academic year. On the other hand, the State Government is preparing for the bhoomi pujan for its Technical University on October 10, which aims at bringing engineering institutes in the State under one roof. Replying to an Right to Information (RTI) application, seeking reports on status of faculty staff in Government engineering colleges, AICTE Central Regional Office at Bhopal, has informed that it was yet to receive the Compliance Report from Government Engineering College (GEC) at Bhavnagar. It also reported that GEC Bhavnagar, along with other GECs, are severely under-staffed with three colleges not even having principals. As per reports of State Education Department, GEC Bhavnagar has not a single permanent faculty on its list, and is employing visiting faculty to teach students . A Compliance Report is an annual detail regarding faculty and infrastructure, available with a particular engineering college, so as to assess whether the college supports technical education as per the norms laid down by the AICTE. In case this is found to be non-complaint with AICTE norms, the institute’s approval is cancelled. As per its report, 11 engineering colleges run by Government are short of 196 teaching staff in all, but could not divulge “reason for continuing approval to these colleges under staff shortage”. On other hand, these colleges have employed around 130 visiting faculty for teaching students here, reports AICTE. The State Directorate of Technical Education (DTE) office, however, said that Compliance Report for college was already submitted to the AICTE and so its approval could not be cancelled. “We have submitted the Compliance Report and it’s lying with the AICTE. I am surprised that the AICTE has denied having received the report. The approval of the college will not be cancelled,’’ said Manish Bhargava, Commissioner, DTE (Gujarat). Bhargava admitted that colleges were short-staffed saying that Government was finding it difficult to get qualified faculty. “We have employed sufficient visiting faculty for these colleges as it is hard to recruit permanent faculty, though we are working in that direction,’’ he added.
