THIRUVANANTHAPURAM:The Cabinet decision to cancel the direct recruitment of 56 assistant engineers, assistant scientists and 110 ministerial staff to the Kerala State Pollution Control Board (KSPCB) has thrown light on the arbitrary manner in which the PCB had altered an agreement reached with LBS Centre for Science and Technology, purportedly, with a malicious intent. As per the Information accessed under the RTI Act, Power Minister Aryadan Mohammed had approved the PCB decision to alter a clause in the MoU signed between the PCB and LBS to conduct interview by ‘experts suggested by PCB’.   3. It was the concern for melting glaciers and blacking of snow that forced National Green Tribunal (NGT) to order banning of commercial activity at Rohtang Pass. [h=1]City bar council slaps notice on Tomar, to probe forgery claims[/h] Spelling more trouble for Delhi law minister Jitender Singh Tomar, the Bar Council of Delhi (BCD) has issued notice to him on a complaint alleging that he used forged and fabricated documents to enroll himself as an advocate. Honorary secretary Puneet Mittal said the council was holding an independent inquiry due to the seriousness of the allegation. The council has asked Tomar to come up with an explanation by March 20. The Delhi High Court had on Friday decided to scrutinise the authenticity of Tomar’s law degree even as the petitioner in the case sought to withdraw his petition that had made similar allegations. Mittal said that the BCD initiated the inquiry after it received a complaint from advocate Ripudaman Singh Bhardwaj against the Aam Aadmi Party (AAP) leader seeking cancellation of his registration and initiation of criminal proceedings. He said the complaint was filed after an RTI query to Dr Ram Manohar Lahia Avadh University, where Tomar had claimed to have obtained an undergraduate degree in science, revealed that it did not have any records of granting any degree to him. The RTI reply, a copy of which is with HT, clearly says that Tomar’s degree, marksheet, and roll number are “completely fake”. “The Bar is of the view that the allegations are prima facie serious. If Tomar fails to give plausible explanation on the issue, we might also register an FIR. However, future course of action will be taken after his appearance,” Mittal said. The complaint received by the Bar said Tomar did not submit his provisional LLB degree nor his attendance certificate while enrolling as an advocate. It said non-submission of requisite documents “show that essential norms as framed by Bar Council of India (BCI) for enrollment purpose have not been complied with”. If the allegations are found to be correct, Tomar will not only lose his licence to practice as an advocate but will also face charges of forgery. If the degrees and certificates turn out to be fake and if Tomar had submitted the same set of documents with the Election Commission while filing his candidature he may lose his seat too. In 2013, the Delhi High Court had said that a false affidavit by a candidate at the time of filing of nomination papers is a ground for setting aside his/her election. The Kanpur police have admitted that no records of the First Information Reports (FIR) filed in connection with the 1984 anti-Sikh violence are available.In reply to an RTI query from the All-India Riot Victim Relief Committee , the Kanpur Nagar police have said there are no records of the damage to property and the number of FIRs filed.   8. Sixteen cameras to cover the premises of the Haveli tehshildar’s office, all installed by a contractor “without being asked to install them”, have raised eyebrows. An inquiry ordered by State Information Commissioner (SIC) D B Deshpande to unravel the mystery behind the installation of the CCTV cameras reveals the contractor had apparently not adhered to the usual procedure of floating tenders. There is no clarity on who sanctioned the installation of cameras, Deshpande had observed when he had directed the Pune divisional commissioner to get an inquiry.   19. GURGAON: For over four years now, HUDA has not undertaken the routine cleaning of several overhead and underground drinking water reservoirs in various sectors, an RTI has revealed. The RTI was filed by activist Aseem Takyar. The reply by HUDA's division-II, received on February 12, revealed water tanks in sectors 21, 22, 23 and 23A, have not been cleaned since 2011. They are normally expected to be cleaned once every year. Besides, an overhead tank in Sector 18, underground water storage tanks in sectors 3, 5, 6, 12, 12A, 21, 22, 23, 23A and Electronics City have not been maintained or cleaned since mid-2013.   20. An RTI filed by former MLA, Devendra Yadav from Badli assembly regarding a project of metro extension has revealed that no such project exists in real. Dr. Udit Raj, MP North West Delhi, had inaugurated Badli-Siraspur metro extension project in December last year where the local councillor Angoori Devi was also present. As per the document lying with iamin, when RTI was filed to know the status of the project, the reply from DMRC said that no such project has been inaugurated by DMRC nor have any tenders been passed.   21. As many as 365 posts of the total 1176 sanctioned by the Maharashtra government in the Food and Drug Administration (FDA) are vacant, an RTI query has revealed.   22. Thane: In a startling revelation, the Thane Municipal Corporation (TMC) does not have a list of local body tax (LBT) defaulters. This was learnt through the right to information act. This raises serious questions about the transparency in the department regarding the raids being conducted. Till mid-January, this year, not a single notice was issued to defaulters. Another lacuna that came to the fore was that out of more than 60,000 traders, only 31,913 shops have been registered. Many felt that since LBT was implemented in April 2013, the TMC failed to enroll traders under the new tax structure. According to an RTI query filed by activist Sanjiv Datta, the TMC replied that the LBT wing of the corporation was yet to prepare a defaulters list, despite the fact that the second fiscal was coming to an end this March. Documents received under the Right to Information (RTI) revealed that when the Medical Council of India (MCI) gave recognition for 150 seats of Smt NHL Medical College on VS Hospital campus, the hospital was shown as a 1,085-bed hospital in 2006 and then again in 2011. On Monday, when the mayor presented the budget, the VS Hospital was show as just a 120-bed hospital! "How did MCI give recognition for 150 seats for NHL Medical College if the VS was just a 120-bed hospital. The AMC has then misplaced facts on record," says Pankaj Bhatt who received the RTI reply in November last year. He even questions the role of AMC-MET in running the administration of the hospital. Bhatt possesses the copy of a resolution signed by the municipal secretary in March 2013 which shows that once the MCI gave recognition to NHL Medical College in 2011, the AMC had ordered in 2013 that except for 120 beds, all the rest 965 beds should be transferred to AMC-MET. Bhatt's RTI also throws light on the fact that even the current VS Hospital medical superintendent Sundeep Malhan has been appointed by AMC-MET trust in 2013. But Malhan presented the VS Hospital budget on Monday at the mayor's bungalow. "How is this possible? VS Hopsital is run by VS General and Chinai Maternity Hospitals Board of management. If Malhan is the medical superintendent of VS Hospital, why is he appointed by a private trust like AMC-MET and not VS Hospital board," asks Bhatt. "When I asked who conducts audits for AMC-MET, the reply was, "No one". A separate independent enquiry has to be set up to investigate the goings of VS General hospital," says Bhatt.   25. Nobody littered in UP in five years, reveals RTI query Not a single case of “littering” at public places has been reported in Uttar Pradesh in the past five years!. It is another matter though that one may come across heaps of garbage at public parks, roadsides and even inside the buildings that house government offices in the state capital as well as in the districts. A Right To Information (RTI) query filed by a social activist here has revealed that no one has been fined in the state for “littering” and “smoking” at public places in the past five years. The Directorate of Local bodies of Uttar Pradesh, in reply to the RTI query filed by Urvashi Sharma, said that there was no “record” with the government about fines being imposed on people for littering and smoking at public places. It replied in a similar way on the query pertaining to smoking at public places in the state. “It is really shocking that in spite of the fact that public places are being littered all across Uttar Pradesh, the government has no records in this regard,” Sharma said while speaking to Deccan Herald here on Sunday.
