  1. Hello, My nephew just completed his 10th Class from IIS (Islamic International School) Mumbai. The school follows IGCSC board and we just learned that the school is not registered... Which would mean that the school is not in the position to issue Leaving Certificate and the school principal is demanding for 60,000 /- INR to get the leaving certificate issued from UK school... He is not ready to have any conversation and the more we delay he is adding more late fees... Here are a few questions that I have... Can we take any legal action for the school because i believe that charging a big amount of 60,000 /- is not correct and Parents should not bare the cost... How important is the Leaving Certificate? My experience is that LC would be needed only for college admission... Is there a way we can still get the admission in college without Leaving Certificate? Thank you!

  7. on my rti zila basic shiksha adhikari jhansi clearify the rules of casual leave in up. any teacher can apply for 10 casual leave in one time.in a calender year employee can take 14 c.l. in special circumstances related officer can approve more cl inspite of 14. actually CL is not under any rules @ not recognised but if employee on CL , no one is going to stop or cut the salary. on this proper information thousands of teachers of U.P. got correct rules about CL.....

Govt staff leave info personal, can’t be disclosed: Punjab panel The Punjab State Information Commission has rejected a plea seeking details on ex-India leave of more than 30 days by government employees during the past 10 years of service. The rationale is that such leave, as per norms, constituted a personal matter and had no bearing on the state exchequer. The Right to Information (RTI) applicant from Sangrur, Prem Kumar Rattan — who had sought the employees’ applications for leave, the sanction, and copies of their passports and visa — also faces legal action as the commission has asked the senior superintendent of police (SSP) of Sangrur to register a case against him for furnishing a false undertaking after he had been refused information of the same nature earlier by the SIC. Information commissioner Surinder Awasthi pointed out that the applicant was aware of the case having been disposed of earlier by him, and had thus requested that the case now not be assigned to him this time. The latest decision refers to a 2012 judgment of the Supreme Court, which says that salary details, including deductions, copies of memos, show-cause notices, inquiry proceedings and income tax returns, fall in the category of personal information, because disclosure of these would amount to invasion of privacy. “The information sought qualifies to be far more personal than those mentioned in the case decided by the Supreme Court,” says Awasthi’s decision, reiterating that the public information officer (PIO) concerned was not expected to provide information exempted under section 8(1) of the RTI Act. While it must be mentioned here that the state vigilance bureau is investigating alleged misuse of ex-India leave by government employees, the SIC order says that if information related to ex-India leave were to be furnished, someone could even ask for leave availed within India, and the period thereof could be reduced or increased in the RTI pleas; resulting in no end to such requests and little time for the government departments to perform their core duties. Explaining its express rationale, the judgment says the employees had taken leave for personal visits and there was no resultant burden on the state exchequer. The availing of leave, whichever kind, due to an employee is governed by service rules which fall under the expression “personal information”, disclosure of which has no relationship with public activity or public interest, it says. The RTI Act, the apex court verdict says, should not be allowed to be misused or abused, nor be converted into a tool of oppression or intimidation of honest officers.     Property card

    I ahve a flat in Amravati. I wish to give it on rent. 1)Is it necessary to have PR card for registering the leave and licence agreement?. 2)How to get PR card? 3) No given in my agreement is not available on govt website for checking the list of other flat owners. What to do?

    Leave & Licence

    Hi, I have a flat in Mira Road given on leave & licence. The Agreement expires on 10th July 2010, however, the tenant has been problematic with the payment of rents, and has not paid for the past 4 months. Upon reminding him about the expiry of Agreement on 10th July 2010 and to vacate the flat on or before that date, he says that as per Govt. Law, a tenant can stay a month more even after the expiry of Agreement period( something like grace period). Please advise. Also, please advise what steps can be taken by me, so that my flat remains safe and not taken over illegally by the tenant. Thanks/Rufiana

    I have asked for names of employees present and absent on a given date (under RTI) and certified copy of muster roll of the day. It was denied under sec 8(1)(j). I am searching the web for exact decisions of CIC and HC clearly mentioning "names of employees present/absent". I will be thankful if references are quoted here by my dear friends.

    AG branch at army hq have issued a letter that annual lve can be taken in three spells in a year and any change to these orders needs to be sanctioned by AG branch. however local COs say that lve to be taken only twice in a year and limited to 45 days. how do i make use of RTI in this case to get full annual lve in three spells?

    the new rule for paternity leave for adoptive fathers has been released by DOP&T in 2009, however said rule has not been adopted by the MOD -- how do i frame the RTI for ---who has taken the decision not to allow paternity lve on adoption ---any other info i should ask for??
  19. i am a central government officer no.2 in the office My Boss is harassing me by many ways like not sanctioning of leave, incorrect pay fixation on revision of pay due to latest sixth CPC , using office machinery for personal use, like that My superiors at other station also helps him, may be because of some fear or do not wish to interfere in any other activities which are not framed.

As reported at www.indopia.in on 2 March 2009 New Delhi, Mar 2 (PTI) Leaves availed during the service period are not personal and private matter of the employee and should be disclosed under the RTI Act, the CIC has held. "Leave taken by an employee from a public authority is a matter of exercise of the discretion vested in the public authority to grant such leave. There can be no bar on the disclosure of an information which is about how the public authority exercises its powers to grant leave to its employee,"the CIC said in its ruling. Information Commissioner A N Tiwari was hearing the plea of one Raj Kumar who sought information about the leave account of an employee of the New India Assurance Company Limited. The insurance company had rejected the application on the grounds that it was personal information of the employee, a third party, and could not be disclosed. "It cannot be said to be a personal or a private matter of that employee,"Tiwari said directing the insurance company to disclose the information within two weeks of the receipt of the order.
