  1. As done at RTO Office, Hosa Road, Bangalore Step 1 : Get an affidavit on a Rs. 20 stamp paper, saying that the RC could not be found despite the police investigation. (Eg : Renuka Computers, Hosa Road, Bangalore) Step 2 : Get an FIR at the police station nearest to where you lost it (Eg : Electronic City police station, Bangalore) (Ideally, step 2 should come before step1 but the police prefers it this way because the affidavit removes their need to search for the RC). Step 3 : Download, print and fill out form 26 from RTO website (eg: Transport Department) Step 4 : Get xerox of (a) Vehicle's insurance paper (b) Emission test paper © Driving license Step 5 : Get a postal envelope with a stamp worth Rs 15, total cost Rs. 25 (usually available near the RTO office itself). Write your postal address, phone and vehicle number on the envelope. Step 6 : Pin all the papers above and get them signed from the Superintendent at RTO office. Step 7 : Pay the fees for a duplicate RC at RTO cashier (Rs 235 for smart card). Pin the receipt with the 7 papers above. Step 8 : Get the whole package signed from the PRO/RTO at the RTO office Step 9 : Submit whole package at RTO office Step 10 : Relax and wait for the RC to be delivered to your postal address.

  4. I have applied for assignment of new registration of my 2 wheeler after transfer from Kerala to Andhra Pradesh, its more than 4 months. Please help on these items - In whose favor DD should be made "Accounts Officer, AP Transport Department" ? I don't see specific information on transport department website - www.aptransport.org/html/right-to-information-act.pdf‎ I'm planning to pay Rs 20 total (Rs 10 RTI fee + Rs 10 for copies asked). Is it ok to pay it now itself ? Please review and suggest any changes in below rti application (attached RtiIndia_RTO_Application.doc) to find status of my application and get it processed.   5. Hi, I had sent one RTI to RTO Gurgaon office , asking how can one claim refund of tax for vehicles which were earlier registered in Gurgaon but now moved to another state & registered there. For this I sent RTI to RTO Pune & RTO Gurgaon. RTO pune office replied promptly saying this will need to be applied to RTO Gurgaon and they will give all info. However despite waiting for almost 4 months I have not recieved any reply from RTO Gurgaon. I have put Rs.10 court fee stamp and also attached Rs. 10 IPO along with my RTI> Is there something specific that needs to be followed for this? How can I follow up on this RTI? I am not in Gurgaon currently , so is this reason for them to no reply to me ? Or in other words can I appeal this delay without physically going to RTO gurgaon office?

    I have bought a two wheeler 1 1/2 years ago, and still haven't received my RC book Smart Card inspite of having the receipt. What is to be done? I have inquired at the RTO and the dealer, but no answer yet.
  7. We have recently bought a Vehicle and same has been registered at Jayanagar RTO (KA 05 ) in bangalore This question is on the Road tax calculation for the vehicle. Based on the information published on the RTO webssite (Transport Department) , the Road Tax is calculated at 14% (as mentioned in the addendum) on the Invoce price of the car ( read as Ex-Showroom Price) and cess 11% on top of same. However for us there was a yr end discount that was applied on the ex showroom value of the car and thus reducing the corresponding VAT and the Ex Showroom vehicle value on the Invoice. But still the Road tax is calculated at a price different from the Invoice price and thus the tax numbers dont match the above #'s. Please clarify regards rajeev

Hi, I had requested a copy of permission under which the private registration number (black font,white background number plate) towing vans used by the traffic Police department carries two wheeler (not tow as towing means To draw or pull behind by a chain or line) on the platform of their chassis.I did not receive a satisfactory answer from the FAA so I went in for second appeal. I request you to please guide the procedure and some do's and dont's to be followed during hearing of second appeal kept on 5th September 2012 Besides taking a photo id proof and along with the original RTI documents an extra copy of it.I do not want that my foolishness or negligence turns in favor of the PIO and the FAA resulting in not getting the proper information required by me. PS:If this is the wrong place in the forum to post,please excuse me and if possible move my query to the suitable forum

  12. Hi All, Need help to get my road tax paid in kolkata for my i10 car which is registered in bangalore RTO. I got my NOC in Nov 2010 and got my car transfered in Kolkata. In my absense during this period my car was lying in the garage. Now for last 3 months I am in KOL. I want to give the Road Tax and run the car. I do not want to change the registration as there is a changce that I will be back in bangalore in next 1 yr again. Here the RTO people even the agents have different versions and different pricing. I am realy getting confused what to do and how and what amount to pay the road tax and use my car. URGENT HELP required Thanks, Saby

    Lifetime road tax

    I have a 5 yr old vehicle for which Lifetime road tax is paid in Mumbai. I got transferred to Bangalore 5 years ago and brought the vehicle with me. Recently I was penalized by Bangalore RTO and therefore have paid the road tax in Bangalore (approx 10% of invoice value of the car) My queries: 1. I need to get an NOC from Mumbai RTO to ply the car in Bangalore. What is the procedure and can it get done in one day? 2. After getting the NOC from Mumbai RTO, what is the procedure to be done with Bangalore RTO? 4. Can I claim refund for the lifetime road tax paid in Mumbai, if yes what is the procedure. thanks, Zubair

    Transfer of Car

    Dear All, I am getting transfered from Mumbai to Bhubaneshwar. I own a Honda City-2002 model and want to drive it along to Bhubaneshwar. Firstly, Do I require a NOC from Andheri RTO?? Secondly, I have heard that a NOC is not required if its a private vehicle and if the ownership dosent change. In this case its required to visit the RTO at Bhubaneshwar and fill up the 1 year road tax. After filling the road tax the vehicle can be driven freely. Kindly let me know which is the right solution. Need it urgently. Thanks and Regards

  16. Hello people, I am moved from Bangalore to Chennai in April 2010 and got my 4 year old car moved and re-registered in Chennai RTO in November 2010. I have paid the necessary Road tax in Chennai and since the tax paid in Bangalore is for Lifetime (15 yrs), I submitted Form 16 along with the xerox copies of TN and KA RC papers and proof of tax paid in both the states. I applied asking for the refund of the road tax for the balance period. This was sent via Registered post in Dec 2010 and I followed it up with a RTI Postal order in January 2011. I had been following it up since then for over 8 months now and the Bangalore RTO Office, is very cool about the whole thing. They have sent me a reply saying, they have communicated to the Chennai NW RTO asking for details of the vehicle migration to TN state and confirm the re-registration, but not heard from the Chennai RTO. They have asked me to go in person and follow it up with the Chennai RTO and only after that they get the confirmation from the RTO, they will process my refund. I have made a couple of visits to the Chennai RTO and as per my knowledge they have sent the KA RTO, the CRTI details of the vehicle migration. I have a xerox copy of the letter sent across to the Bangalore RTO. But they claim they never received any communication and wont accept my xerox copy of the same letter as a confirmation. They have sent me a letter stating, unless they receive any communication from Chennai RTO, its not in their hands and have shelved my case. I am confused now. What are my options? As per Chennai RTO, they have sent the needed CRTI details to Bangalore RTO, however they deny it and my refund amount of close to Rs. 18,000 is pending for over a year now. I need to know what should be my next steps? File a case and send a lawyer notice or is there an Appeal I could file. What is the format of the Appeal and to whom should I address this to? Any help appreciated. Thanks.

  18. Last year I shifted from banglore to ghaziabad. From bangalore I have taken an NOC for my vehicle and given my vehicle papers to a agent for submitting the NOC to Ghaziabad RTO office. As I was staying in Rented House, I given other documents like letter from company, affidavit from Owner, Owner's id proof as when he asked. These activities tool more than 3 month. He is getting the work done through a RTO clerk. But Now its high time. Its almost 9 months the RTO agent has not given me road tax receipt and RC copy back. He keep telling me that some formalities/sign are still left. I am following with him and every day he is giving me some excuses. I really not sure weather he is actually doing it or making fool of me. Or is that RTO people are not doing this. Can someone please suggest how can I make this resolved. Is it good / possible to contact Transport officer somehow and tell him the situation. Or any other way I can follow. Please suggest. Thanks
  19. Hello, I bought a Honda Activa on 5th March, 2011. I still have not received the registration certificate from RTO Chennai East. I have called the RTO office numerous times to inquire for the same and ended up with no result. I called up the dealer and they say its the RTO's job to do that. The dealer provided me with an RTO officers number (his number is 98840 92324). I called this guy hundreds of times and he says he is busy. What should I do to get the RC? As reported at indianexpress.com on Aug 24 2011 An RTI activist from Union Territory of Diu who had sought information in connection with the construction of an allegedly illegal restaurant and bogus licence issued by Road Transport Office to bike vendors has been allegedly attacked by local politicians and government officers. Jaisukh Bambhania ,39, president of Diu auto-rickshaw drivers’ association, was attacked with sharp weapons and pipes on Sunday night. Later, acid was thrown on him. Bambhania has registered a complaint against Diu Nagarpalika vice-president Shamji Premji Solanki, who is from the Congress, mamlatdar Haresh Jethava, Diu RTO Vinod Solanki, RTO head clerk Vashram Bhima, Nagarpalika engineer Nanji Makwana and four other unidentified persons in connection with the attack. The Una police in Junagadh district, where the incident took place, have registered a complaint of assault and attack under various sections of the IPC. “The accused have gone missing. The police are on their trail,” said the Una police. According to preliminary investigation, Bambhania was attacked while on his way to nearby town of Una. His auto-rickshaw was reportedly intercepted by the accused, who first tied him down with auto-rickshaw and then attacked him with swords and pipes. “The accused then threw acid at him and fled when they saw some vehicles coming towards them,” the police said. “We have also interrogated two eye-witnesses in this connection,” they added. Bambhania allegedly wanted to expose the racket involved in issuing unauthorised licence to bike vendors who give two-wheelers on rent to tourists and the construction of a restaurant on the government land. “He has sought details on the construction of Panchmahurti Bar and Restaurant, which has been constructed on government land by Nagarpalika vice-president with the help of mamlatdar,” said Bipin, the victim’s brother.     RTO query for transfer rules

    Hi, I've got a vehicle registered in Banglore Karnataka which I want to transfer to M.P. RTO. Will there be any tax required to be paid on bike? I've paid all taxes in Bangalore.

As reportd by Proshun Chakraborty at timesofindia.indiatimes.com on Apr 6, 2011 NAGPUR: Employees of Regional Transport Office, Nagpur, already in the news for wrong reasons, beat up and injured a transporter and social activist who objected to delay in issuing information he has sought under Right to Information Act. RTO staffers Kishore Chimnikar, Ram Wandile and Pradeep Gattewar along with some touts allegedly injured the transporter and social activist Dilip Jaiswal. Recently, two RTO staffers Pradip Lehgaonkar and Shriram Parse were arrested by Amravati police and charged with preparing fake registration papers for a gang involved in stealing vehicles. Jaiswal had approached the city RTO office with a query under RTI Act regarding how much time RTO office takes to issue a document through computerised process. According to Jaiswal, it takes just a few minutes in Mumbai, Pune, Nashik and Aurangabad RTO offices but in Nagpur it takes many days. Jaiswal told TOI he had submitted the RTI application a month back. On Tuesday, he met the deputy RTO Sahebrao Badhiye wanting to know when he would get the information. Badhiye asked him to meet his subordinates Chimnikar and Wandile. Even after one month of submitting his query under RTI to RTO, transporter and social activist Dilip Jaiswal did not get the information. When he went to the office to know when the information will be released, he was asked to meet Kishore Chimnikar, Ram Wandile . "At around 5.30 pm when I came back to meet them, they started abusing me," he alleged. Before Jaiswal could understand anything, the RTO employees also started beating him up. Jaiswal sustained serious head injuries and blood started oozing from his forehead. Soon onlookers intervened and Sitabuldi police were informed of the incident. Later, the police detained Chimnikar and Wandile on the basis of a complained filed by Jaiswal. Senior police inspector and in-charge of Sitabuldi police station Prakash Jadhav confirmed the incident. He, however, failed to tell whether any offence had been registered or not. Untill late in evening, no offence was registered. Sitabuldi police told TOI that the parties concerned were in the process of settling the matter. RTO Vijay Lande, who is on medical leave, could not be contacted. Eyewitnesses including social activist Sanjay Dudhe alleged that the RTO office had become a den for anti-social activities. Recently, Sitabuldi police had rounded up four criminals from the place and recovered sharp weapons from them. He also claimed that both Chimankar and Wandile were troubling the public by not issuing learning and driving licences, registration certificates and other documents on time and expecting illegal gratification. Many people present at the RTO office demanded that a surprise check should be conducted by the RTA committee members including divisional commissioner and collector. They also said that strict action should be taken against the corrupt clerks involved in irregularities.
  23. Hi, I recently got the address changed in my driving license. However, when I was issued the new driving license, the DOB is wrong. It is correctly listed on my old one. What is the procedure to get the information corrected? When I spoke to an agent, he says that we have to go through a similar procedure as the address changing one even though the mistake is not mine. I'm not able to find any information on the procedure to correct the information on ones driving license. Request you to help me with the same. Thanks in advance.
  24. Dear All, First of all a big thank you to all of you who have put up this site and helping others with RTI. I think you guys are doing a great job !! Keep it up. So i took inspiration from somebody on this website and I filed my road tax refund from Bangalore RTO. 6 months later i filed my first RTI on 3rd Nov 2010 asking for the status of my refund. No response in the first 30 days. Yesterday 9th Nov 2010, I sent a first appeal to the Joint Commissioner asking for status of First RTI application and why no response. I got a call right now from the Bangalore RTO, who told me that the reason my refund cannot be processed is because Gurgaon RTO ( where I got my re-registered) is not responding to the Bangalore RTO and if I could help in talking to Gurgaon RTO to have the papers processed. I said, how can I help with that and why should they listen to me ? He said this is only a request. I am was completely stumped, not knowing what to respond ? I told him if he can send me details of whom it has been sent to in Gurgaon RTO. He said he will do that in 2 days time. Now I am confused . With the details given by Bangalore RTO, do i need to file a fresh RTI with Gurgaon RTO ?with payment fees attached or will it be a follow up filing to the main RTI ? I mean how long will this go on ? and why should I do the following up with various departments which ideally should be done by Bangalore RTO. If govts are not responding to each other, how can I by filling an RTI get a response from these guys ? Please advise as I need help on this matter ? Look forward to you all and thank you in advance.   25. As reported by Rajeev Dikshit at timesofindia.indiatimes.com on Dec 15, 2010 VARANASI: As amazing as it may sound, but operating 'fake' police stations is also possible in this state. Until IG (range) RP Singh took a serious note of this malpractice and ordered for the closure of 'illegal police stations', a nexus of some officials of the regional transport office, police, 'dalals' (agents or middlemen) and even politicians operated such 'stations' in Ramnagar, Varanasi, and Alinagar and Saiyyedraja in Chandauli. Talking to TOI on Wednesday, the IG admitted that he had issued an order for the closure of such places. After the orders, the fake police stations in Ramnagar and Alinagar have been closed but the police have not confirmed whether the same has happened in Saiyyedraja. A few months back, the TOI had exposed the corrupt practices being committed on highways, especially between Naubatpur check-post (Bihar border) and Varanasi, to extort money from the truck drivers. It had led to the area emerging as a black spot on the route map of the transporters of the country. Apart from initiating other measures like issuing token for overloading to extort money from the truck drivers and owners, this nexus had even created some yards. As per the law, after catching any truck for improper documents or overloading, the trucks are sent to the police stations and the documents are forwarded to the RTO for the necessary action. As the Ramnagar, Alinagar and Saiyyedraja police stations had no space for parking the seized trucks, some yards were created on the private land available along the highways. Those yards were given the name and status of police stations. When the trucks were released after completion of official formalities, the truck drivers were asked to pay yard charges at the rate of Rs 500 per day. No receipt was given to them against that payment while, before taking the truck, Rs 2,000 was also extorted from the truck driver or owner by the policemen present there. A lawyer, Vijay Shankar, who handled the cases of Motor Vehicles Act, said after noticing such malpractice for the past seven years, he decided to seek details of the provision of the 'fake' police stations under the Right to Information Act. In reply to his questions, the RTO as well as the Varanasi DIG made it very clear that their departments did not pay the rent for the premises where such police stations were operating. The replies made it clear that the practices were totally illegal. Shankar said after getting the replies, he met the IG and submitted a memorandum. After that the IG ordered the SP traffic to investigate the matter. On getting a report from the SP traffic, the IG ordered for immediate closure of the fake or illegal police stations in Ramnagar and Alinagar area. The IG's order surely ensured the closure of some fake police stations but many questions have not been answered so far. Shankar asked who would give an account of the money extorted from the truck operators in the name of yard charge? This money was being taken for the past seven years. He also wondered why did the officials not book those involved in the nexus under the anti-corruption act.
