  1. Can I ask information of salary, post held, duty hours, CCTV footage etc. of a govt. Employee. Is this information fall in the category of 3rd party info. Is there any chances of denial of information and under which rule of rti they can deny it. If above info is denied then under which rule I can challenge it.

Doctors, paramedics and managerial staff working under centrally funded National Health Mission (NHM) are living life of penury in view of the authorities’ failure to release their salaries for past four months. A group of employees working in different blocks of this hilly district said their salaries and incentives have not been released by the department which has put them in a tight spot. “We are not able to support our families due to non-availability of money despite working day in and day out in far flung areas of the state”, they said. The health officials said that despite repeated reminders to the authorities they have not been paid incentives for the month of January, February, and March 2013 while incentives due to them on account of working in inaccessible areas are also pending since October 2014.Read more at; Months on, NHM employees without salary, incentives

A parliamentary panel has pitched for 100 percent hike in salary and daily allowances of MPs and 75 percent raise in pension of ex-MPs apart from facilities for their "companions" in place of "spouses". In far-reaching recommendations, the panel, headed BJP MP Yogi Adityanath, has sought doubling of the existing Rs 50,000 salary of MPs and favoured increasing the pension of former parliamentarians from Rs 20,000 to Rs 35 thousand. The panel has also recommended that the daily allowance of MPs of Rs 2,000 for attending the House during Parliament sessions should be doubled to Rs 4000. It is learnt that some ex-MPs, who appeared before the panel rued that while they are given a First Class Ticket to travel on train, their companions, even if it is the spouse, can travel only second class. The panel is learnt to have recommended that both the ex- MP and the "companion" should get First Class tickets. Besides, the panel is of the view that ex-MPs should be allowed to travel by air five times a year in economy class. The sitting MPs are allowed to fly executive class around three dozen times in a year. The panel also noted that since MPs are considered above the rank of Cabinet Secretary, their privileges should also match their status. It also pitched for health care benefits to married children of MPs. Sources said some of these recommendations recorded in the minutes of the meeting of the committee have already been submitted to Parliamentary Affairs Ministry, while some others will be finalised in the next meeting on July 13. The salaries and perks of the MPs were last revised in 2010. Once the current panel submits its recommendations, the next revision will be carried out after another five years. CPI-M's member K N Balagopal has, however, suggested that MPs themselves should not decide their salary and allowances and that should be done through an independent mechanism. JD-U, which is represented on the panel by Rajya Sabha MP K C Tyagi, is also of the view that an independent body should be constituted to decide the salary and perks of MPs keeping in mind the benefits announced by various boards and commissions appointed for revision of wages. Some members of the panel contended since India is a member of the Commonwealth of Nations, the salary and allowances of its MPs should be at par with their counterparts in the member countries. The reason put forward for replacing the word 'spouse' with 'companion' was that many MPs are unmarried or spouseless otherwise. According to the rules, MPs are allowed to travel first class on trains and draw TA, DA equivalent to the cost of a single AC 2nd class ticket. SHILLONG, June 22: Hundreds of muster roll workers working in different departments of the government including the PWD were deprived of monthly salary for the past many months, an RTI activist alleged here on Monday. According to him, there are as many as twenty-eight departments which have not paid these muster roll workers regularly besides failing to implement the revised rate for minimum wages to them. Addressing reporters at a press conference held here, Desparsing Rani, an RTI activist, claimed that the muster roll workers have not received their salary for the last six months and this is also happening in twenty-eight other departments of the State government.     About salary and deductions

    Hello Sir, I am working in private ltd company. I got salary revise form after 1 year. In that they mentioned Rs:1,44,000/- per annual. And they contributed only 11,000/- per month But they provide only 9718/- monthly with PF and ESI deduction. Now i want know which based they contribution level.

    Hello, I had worked with a company almost 2 years and 7 month and I resign last year of May 2014 I collect my every document from there but company not give me my salary for the month of Apri, May & june, so my PF is also pending due to salary. In a well argued order, IC SA has ruled that salary details and official address are disclosable under RTI: Information about salary and official address of public servant is public in nature and shall be disclosed to any person including spouse. Salary details including deductions contained in Salary slip or certificate and residential address of the public servants is personal information, and also third party information. Only after proof of larger public interest such information also can be given…. The spouses do have right to get any information about each other though they are involved in marital disputes/civil, criminal cases filed mutually against them. They can also seek information if in public domain to help them to prove or disprove the charges. But the information about their person unconnected with the discharge of public duties cannot be sought unless they establish a larger public interest. Filing of 50 RTI applications reflects the personal animosity but not public interest. This decision is also important because iot analyses Sec 8(1)(j) threadbare !   21. A senior citizen was made to wait for three years to get his due remuneration of working as Guest teacher in a school. When confronted by Central Information Commission, Dte of Education agreed that the Guest teacher was entitled for the remuneration. The Commission found this delay as a serious lapse on the part of the Public Authority, who indulged in unnecessary correspondence among various officers of the same Department, instead of making payment to a senior citizen like the RTI applicant of the age of 69 years, who has been made to wait for 3 years. Not only CIC directed the Public authority to pay within a week but also ordered to pay 125% more than the remuneration apart from the remuneration and interest, within 3 weeks from the date of receipt of the order for the delay in information supplied. At our forums we have a lot of discussions on School & RTI and if you have any questions to ask regarding RTI please go ahead and post it here! In this case the CIC went further ahead and directed the PIO/APIO(NW)/Principal of the GBSS School and the DDE (Planning) North­West District to show cause why penalty cannot be imposed on them for the inordinate delay in furnishing the information about the payment of dues to the RTI applicant. Guest Teacher Mr. Attar Singh Kaushik aged 69 years submitted that he is seeking information through his RTI application dt. 3­9­2012 regarding the non­payment of his salary for the relevant period he worked as guest teacher. PIO replied on 14­9­2012 saying that the payment of appellant’s salary is the responsibility of the concerned Head of the School. Being unsatisfied with the reply of PIO, the appellant preferred First Appeal dt. 27­12­2012. As he could not receive any order from the FAA in the prescribed time, he approached the Commission with the 2nd appeal. Decision: (Verbatim as per CIC decision) Commission heard the submissions. "The appellant is entitled to remuneration as a guest teacher for the teaching and relating work for the period from 7­3­2011 to 31­3­2011. The Principal of the school calculated the amount as Rs.7,200/­ to be paid to the appellant. He has quoted sanctions from Planning section, etc. and presented papers for non­payment of the dues to the appellant. The Commission finds this delay as a serious lapse on the part of the Public Authority, who is indulging in unnecessary correspondence among various officers of the same Department, instead of making payment to a senior citizen like the appellant of the age of 69 years, who has been made to wait for 3 years. The respondents agree that the appellant is entitled to receive the payment. The Commission, therefore, directs the respondent authority to inform by what date the payment of Rs.7,200/­ will be released, within one week along with interest on the same, from the date it was due to be paid till the date on which it is being paid at a simple interest prevailing in the banks. The Commission also directs the respondent authority to pay the appellant a compensation of Rs.9,000/­ apart from the remuneration and interest, within 3 weeks from the date of receipt of the order for the delay in information supplied. The Commission also directs the PIO/APIO(NW)/Principal of the concerned School and the DDE(Planning) North­West District to show cause why penalty cannot be imposed on them for the inordinate delay in furnishing the information about the payment of dues to the appellant."
