SICs have been granted the powers to impose fines on erring officials. The fines imposed is deducted from the salary of the officials. Data obtained by The Indian Express under the Right to Information (RTI) Act reveals that in 2014 fines were imposed in less than 10 per cent of the second appeals filed before SICs. The 2010 circular tells schools to place the proposal of an increase before the parent-teacher association (PTA) first, along with "detailed financial statement." The proposal goes to the managing committee only after the PTA clears it. Goel says he wanted to "understand if this system is working" and discovered it is not. "I had first filed an RTI seeking information for all northwest schools (there are 13 school districts in Delhi)," explains Goel. "But I got vague replies." He failed to clarify why RTI application was transferred to other PIOs and to whom, for that matter. In view of the above, the Commission imposes a penalty of Rs 10,000 (rupees ten thousand only) u/s 20(1) on Shri S.K. Gupta, CPIO/US, M/o Rural Development, for violation of the provisions of the RTI Act, 2005, on more than one occasion. This amount will be deducted from the salary of the Shri S.K. Gupta, CPIO/US, M/o Rural Development, in two equal instalments @ Rs. 5000/- per month starting from January 2015. The total amount of Rs. 10,000/- will be remitted by March 2015. The FAA/Secretary, M/o Rural Development, is directed to recover the amount of Rs. 10,000/- from the salary of Shri S.K. karira posted a topic in RTI in MediaTwo brothers, retd colonels, got 31 plots under HUDA quota Two retired Army colonels being probed as part of an investigation into allegedly fraudulent multiple allotment of plots to individuals by the Haryana Urban Development Authority (HUDA) had between them got as many as 31 plots. Karan Singh Yadav and Dharam Singh Yadav, who are brothers, were allotted these plots in various urban estates of Haryana between 1998 and 2004 (including the time they were serving), documents submitted in the Punjab & Haryana High Court show. The scam is being probed by HUDA on the orders of the court. Over 325 FIRs have been registered against beneficiaries, including 188 defence personnel, who allegedly got more than one plot in their name, or in the name of their spouse or children.
