  8. Hello, dears, The Sixth pay commission's anomoly for the teachers is one amongst all. the CCS(RP) rules 2008, advise and directs the implementation of sixth pay commission. Rule 7 reads that the teacher who has been drawing lesser pay than the teacher who recruited on or after 1.1.2006 maybe stepped up with certain conditions. so the seniors prior to 1.1.2006 may have a sigh of relief. besides, Rule 5 reads that the teachers who are promoted or received financial upgradation between the 1.1.2006 and date of notification may get the chance to fix in the revised pay scale, and hence those section of teachers may receive the justified pay.. My question is the what about the teachers who recruited after the date of notification? Are they not eligible for higher pay fixation? what could we do...? Let me know the clarification regarding the anomoly arising out of sixth paycommission those who are promoted after the date of notification.. Regards enipra

  16. New four-year course to increase teachers’ load Reported by Mallica Joshi in hindustantimes.com on Dec 26, 2012 New four-year course to increase teachers The academic council of the Delhi University (DU) may have passed the four-year-honours degree programme to be put into place next year but there are a number of issues that still remain. The university's vice-chancellor has claimed that the new system will see an increased workload for teachers. According to a reply to an RTI query, the university is short of around 4,000 teachers at present. Recruitment, however, is on hold. "The university is working with lesser number of teachers than required, skewing the student-teacher ratio. Evaluation, too, is a problem as even ad hoc teachers are being roped in to evaluate. Recruitment is a must if we have to become a better university," said a DU official on condition of anonymity. Yet another problem is that of infrastructure in colleges. Most colleges in the city don't have the infrastructure to support even the current number of students they have. Hindustan Times had, in a series of stories in October, reported how most colleges don't have the classrooms or laboratories where students can work comfortably. Under the new system, a whole new batch of fourth-year students will have to be accommodated in the coming four years. How the university will achieve this remains to be seen. The biggest concern for teachers, meanwhile, is the syllabus. "The four-year programme can be a very good thing or a useless 'reform'. It all depends upon how we change our syllabus. Sadly, no one has really thought about that so far. There are less than seven months for the new programme to be put into force and our syllabus is not ready!" said a teacher at St Stephen's College on the condition of anonymity. The university, however, has assured that due attention will be given to syllabus setting. "The work of the task force that was set up to prepare a proposal for the four-year programme is not over. The force will also make suggestions on the format of examinations and other reforms. It will also help set up a committee of teachers who will prepare the outline of a syllabus that will go to each department’s committee of courses for approval," said Sangeet Ragi, deputy dean, academics, Delhi University.

2 teachers lose jobs after exposé

As reported at telegraphindia.com on March 7 , 2010 Imphal, March 6: The appointment of two teachers for physically challenged persons under the Sarva Shiksha Abhiyan (SSA) scheme on contract basis was cancelled after an activist “exposed” that the two did not have the required qualification (graduation). Senapati deputy commissioner Nidhi Kesarwani appointed Lanu Pinky Aimol as special teacher (for hearing-impaired students) on March 30 last year while the then Chandel deputy commissioner D. Deval appointed Y. Shantibala Devi as special teacher (for visually impaired students) around the same time. Welfare activist Wahengbam Joykumar Singh revealed the anomalies during a news meet here today. While Kesarwani cancelled Pinky Aimol’s appointment on August 22, SSA district project officer Ngulkhosei Mate cancelled Shantibala’s appointment on December 7. Joykumar Singh had sought information about the qualifications of the two selected candidates through the RTI Act. He approached the state public information officer on May 11 last year and later moved P.K. Singh, the education commissioner. Failing to get a response, he then moved the chief information commissioner on June 16. Singh also approached the chief information commissioner on July 13 on the Chandel appointment after a similar procedure went unheeded. The information provided by the authorities under the RTI Act said neither Aimol nor Shantibala had produced their graduation certificates at the time of the interview and selection process. The minimum qualification for the post is graduation and the contract is for one year. Kesarwani said the appointment was cancelled after the candidate failed to produce a graduation certificate and marksheet. In his order passed on February 7, the state information commissioner directed the SSA authorities to pay the complainant a sum of Rs 10,000 in two months time for harassment caused to him. The commissioner also directed Mate to deposit Rs 12,500 from his own pocket to the government account within one month for not giving the information on time. “The irregular appointments were cancelled only after information was sought about the qualifications of the two selected candidates through the RTI. Now the two officers were exposed. So the government should take action against them,” Joykumar said. He also demanded that the Excellence Award for Mahatma Gandhi NREGA 2008-09 given to Kesarwani by Prime Minister Manmohan Singh and AICC president Sonia Gandhi on February 2 this year should be withdrawn from the Senapati deputy commissioner. Senapati is one of 24 districts selected out of 618 districts by a central expert committee for the award. Source: The Telegraph - Calcutta (Kolkata) | Northeast | 2 teachers lose jobs after exposé

  23. Hi, I know that there are several government schools in TamilNadu where the pupil-teacher ratio (PTR) is above 40 though the government mandate is 40 or below. I got an entire list of these from School Report Cards as of September 2008. The main reason this happens is because teachers get sanctioned but due to inadequate teachers, they are not posted but there could be other reasons. Where should I file an RTI application to get details about teacher appointments (in TamilNadu and/or individual districts) and finding information about why the PTR is more than 40 in some schools? This is my first ever RTI application. Would really appreciate your help. Thanks.

Teacher gets PF benefits by using RTI

As reported by Times of India, Lucknow Teacher gets PF benefits by using RTI-Lucknow-Cities-The Times of India LUCKNOW: The Right to Information (RTI) Act can prove to be an empowering tool for the common man. The case of Shyam Karan Yadav, who used the Act to seek information regarding why the retirement benefits to his paralytic father were held back even after two years of his retirement and got the benefits released, merits mention. "The authorities were making us run from pillar to post on wrong charges. They maintained my father had to clear his dues,'' said Yadav. His father, Nathumal Yadav was a teacher in Shri Durga Ji Junior high school a government-aided school with a private management set-up, at Chandeshwar in Azamgarh. Nathumal had retired from school in June 2006 but when he claimed his PF funds, the school management did not act on his application. "It was then that I decided to use RTI. I wanted to know the exact reason behind the delay,'' added Yadav. He sought information on why the benefits were not being released to his father and if there were any dues to clear then what was the amount. As expected, the management did not bother to respond. It was only after an appeal was filed with the commission that the management acted on Yadav's application. "The amount of dues which the school authorities were claiming to be quite high , came down to thousands when the genuine information under RTI was released,'' said the relieved applicant. The case was finally disposed off by the information commissioner (IC), Brijesh Kumar Mishra on Friday. The Act provided the man genuine information by way of which he succeeded in restoring the retirement benefits to his father. The private-management schools have emerged as one of the biggest offenders since the implementation of RTI Act. The commission gets to hear a lot of such cases where the government-aided schools deny to provide information to the applicant on the ground that they are not covered under the Act. This is contrary to the Act which brings all institutions, financed or aided by the government within the ambit of Public Authority (PA). "In one of my orders I had requested the principal secretary, higher education to ensure the appointment of a public information officer (PIO) in all government-aided schools,'' said the IC.
