[h=1]Research paper is not personal information: CIC[/h] New Delhi: The thesis submitted by a research student is not a personal or third party information and cannot be withheld by an Institution under the Right to Information Act, the Central Information Commission has said. Information Commissioner Sridhar Acharyulu said,"It is not third party information. Moreover, there is a public interest in knowing the originality of the thesis, especially when a serious allegation of appropriating the research work is made by the co-researcher, it is the duty of the academic institution to clear the allegation after due verification." The matter related to an RTI applicant who had demanded from Rajasthan-based Arid Forest Research Institute the copy of pre-thesis submission seminar details of a researcher, copy of her thesis, all correspondence related to research work, rules and regulation of research work and related records. The applicant alleged that the researcher had stolen theme of her research paper, hence she requires all these details to establish her claims. Acharyulu said the thesis submitted to a University is not private or personal information of the candidate who submitted it, but the property of the University, which has to discuss and decide whether it deserves the award of Ph.D or not. Kerala University library never got VC’s thesis THIRUVANANTHAPURAM: A preliminary inquiry into the missing PhD thesis of Kerala University vice-chancellor P K Radhakrishnan has revealed that the varsity central library did not receive a copy of the thesis from the academic wing. The university had admitted that it did not have the PhD thesis of P K Radhakrishnan, who was awarded PhD in chemistry in 1985. On Tuesday, the VC asked the university librarian-in-charge to give an explanation to which the deputy librarian in-charge, on Wednesday, replied that library records proved that a copy of his PhD was never handed over to it by the academic wing. Meanwhile, in reply to another RTI query, the university said it had awarded 56 PhDs in chemistry to various candidates from 1981-90. Of this, the university academic wing handed over copies of only 50 PhD theses to the central library. Radhakrishnan's thesis was one among those that did not figure in the index of PhD theses received by the central library. As per procedure, the academic wing of the university is supposed to hand over copies of approved theses to the library for reference. However, sources in the academic wing said that the copy of documents regarding the handing over of chemistry theses to the library during 1981-90 was missing from the department. Radhakrishnan's thesis was among six theses that didn't figure in the index of PhD theses received by the central library.
