  1. I have TNEB connection for my house from last 10 years. now i'm doing my house alteration, so that i want to replace my meter box into 10 feet ahead. can anyone tell me the procedure to shift.

    Information required from TNEB

    Hi My apartment builder claims he has got residential electricity connection from TamilNadu Electricity Board(TNEB), but we want proof from TNEB if the builder got required approval. The builder also told us they got the approval for residential connection through a Writ Petition in Madras High court against TNEB, I have the case no, I also want TNEB's status on the case. How to get these information from TNEB, also if i want copies of the document should I pay for the copies? If so how to pay? I also want to know whom to address in TNEB to get the above information.   3. I applied an RTI to the Electricity board under Government of Tamil Nadu to get below details of an Employee. 1. Employee No. 2. SR Book No. 3. Date of birth. 4. Joining Date month & year in the Electricity board. 5. Joining Date month & year in his first office. 6. Relieving Date month & year from his first Office. 7. Present working Office Complete address. 8. CUG Mobile number issued by department in Present office. Does anything fall under nondisclosure information as per RTI Act. My RTI application was rejected with reason "Information can not be provided which is falling under nondisclosure information as per RTI Act"
  4. Dear Sir/Madam, We have been living in a home in Coimbatore for more than 15 years. Due to lack of space, we are constructing a new room (as an extension). I would like to know the rules on electricity charges during this construction period. Do we have to move to Commercial charges during the construction phase? lease guide me on the cost and rules available on this. Thanks, Veena G
  5. Hi, The meter installed at my shop was not functioning for sometime. I had complained about this to the local TNEB office and I was asked to pay the minimum payment for nearly 5months. Suddenly, I was threatened to pay a fine of Rs.55,000/- if paid on the same way or Rs.100,000/- if paid on the next day. I had no other go but to bend down for their threat. Now I want to know how I can use RTI here to take upon TNEB here. I want to get back the money which had paid to TNEB. Thanks, Prakash
  6. Hi All, I am new to this forum. In our street we have power fluctations always. Some of the persons in our street informed me that the conductor wires in our street are 15+ years old and needed replacement. We submitted complaints to local Tamil Nadu Electricity Board office at velachery, Chennai . They are not providing any acknowledgement. Still now they have not taken any step to resolve. Please suggest me the best possible approach that I have to take. Thanks in advance. Richard

As reported by G Saravanan at expressbuzz.com on 11 Jul 2009 CHENNAI: In a landmark order, the Tamil Nadu Information Commissioner slapped a penalty of Rs 25,000 on the Tamil Nadu Electricity Board’s Public Information Officer (PIO) for deliberately avoiding to furnish details sought by an RTI applicant. The commission, besides directing the TNEB chairman to recover the penalty amount from the delinquent officer and report the fact to the commission within 15 days, asked the chairman to take severe departmental action against him for violating the RTI Act deliberately and report the details of action taken within 30 days. In a detailed two-page order, the commission also directed the TNEB chairman to supply the information to the applicant at his residence within 10 days and asked to pay Rs 500 as compensation for the intransigent nonsupply of information by the department. “It’s indeed a landmark order and my sustained effort using the RTI tool brought me the needed relief,” a jubilant R Natarajan, R A Purambased research scholar, told Express. The petitioner moved an application with TNEB seeking details about irregularities involved in billing electricity consumption to a firm located in North Chennai. Apparently irked over the excess billing, Natarajan moved his first application under RTI in 2007 and asked seven questions about the irregularities in billing system. As his two such applications went unanswered, he was forced to move another one with the RTI commission seeking time-bound direction against TNEB’s attitude. Acting on his appeal, commission issued a time-bound direction to the TNEB PIO to supply the information sought by Natarajan by March 3, 2009. It also directed the official to appear before the commission if the petitioner was not supplied with the details in the stipulated time. But, TNEB’s official gave scant regard to the commission’s direction and he neither gave a reply nor appeared before the commission to explain the delay. Consequent to the TNEB officials’ lax attitude, Natarajan filed a complaint and the commission summoned the official to present himself before them on June 17. During the enquiry, the PIO could not explain as to why he had not appeared before the commission as directed and explain why the information was not given.It was also found that the official deliberately avoided giving information by saying that the billing card went untraceable, hence no reply can be made to application. As reportee by Vivek Narayanan, TNN at timesofindia.indiatimes.com on 12 March 2009 CHENNAI: Though Tamil Nadu chief minister M Karunanidhi had indicated the necessity for political parties to desist from tapping Tamil Nadu Electricity Board (TNEB) power at political meetings, there aren't many who are listening. According to a senior TNEB official, in December there was a proposal to ask political parties to make alternate arrangements for light and sound at meetings, rather than tap TNEB power. But with the 15th Lok Sabha elections round the corner, political parties are not really concerned. "Political parties have started conducting meetings in different parts of the city. For providing light and sound facilities, they steal power from TNEB transformers, pillar boxes, overhead cables and even from Chennai corporation street lights," said V Gopalakrishnan, Fifth Pillar, a Chennai-based anti-corruption NGO. Gopalakrishnan said that though TNEB officials were aware of the issues, they did not take action fearing repercussion from political parties. "At the junction of KK Salai in MGR Nagar and Pammal Nalla Street, pilferage happens regularly for public meetings. Illumination using an array of tubelights is done by stealing power from the corporation lamp post," he said. Pointing out that no action was taken when complaints were made to the TNEB vigilance department, Gopalakrishnan said: "I made a call to enquire where else I could lodge a complaint, but they never gave me a number. No action was taken. Finally, I sent a letter to the chief election officer explaining the pilferage. I have not received any reply to that, too." According to TNEB sources, at a meeting organised by a major political party, about 100 kW is consumed; on a smaller scale, the consumption would be about 50 kW. "This is because halogen lamps of 1,000-volt capacity are used to illuminate banners and pictures of leaders. Serial lights and sound effects also consume a considerable amount of power," an official said. Most of the supply is usually sourced without making payments. According to norms specified for temporary electricity supply, the consumer has to approach the TNEB office and seek permission. "A form, which specifies the electricity load requirement and the duration of the meeting, has to be filled in. After calculating the units likely to be consumed, the fee payable is informed to the consumer," said a TNEB source. Gopalakrishnan said that when he filed an RTI seeking information on the power consumed at political meetings, the TNEB officials had said such meetings were not held with their consent and hence had no details about them. Coimbatore: The Tamil Nadu Electricity Regulatory Commission (TNERC) has directed the Tamil Nadu Electricity Board (TNEB) to pay compensation to consumers who waited beyond 30 days for new connections. The TNEB was facing acute shortage of single-phase meters in the State for the last few months and even for domestic consumers the connections were released only after two to three months. When the consumers were willing to provide meters for their new connections to avoid the delay, the TNEB refused to provide connections stating that the meters provided by the consumers should have ten years guarantee which was not offered by any dealer. The secretary of the Coimbatore Consumer Cause (CCC), K. Kathirmathiyon, represented the same to the Tamil Nadu Electricity Regulatory Commission. As per the Regulation 21 of the Distribution Standards of Performance (DSOP) notified by the TNERC, in the event of non fulfilment of stipulated standards for effecting new service connections (i.e., within 30 days), a compensation of Rs. 100 a day with a maximum of Rs 1,000 should be given to the affected consumers. The regulation clearly specified that the compensation should be paid to the affected consumers automatically but the TNEB had not implemented the rule. Following a representation to the TNERC, it has now directed the TNEB Chairman to pay compensation to all eligible consumers automatically through credit entry in the consumption bill as stipulated in Regulation 22 of the DSOP. Even by conservative estimates several thousand consumers have to be paid compensation to a tune of few crores. Even though the waiting period has now been reduced drastically by sourcing meters from various places, still there are consumers waiting for more than 30 days to get a connection. Consumers who waited for more than 30-days and are eligible for compensation could approach respective section offices for getting a credit entry into their consumption account. If any of the eligible consumer was not given compensation by the TNEB, he/she could prefer complaints with higher officials of the Board or could represent the same to the Electricity Consumers Redressal Forum of the circle. As reported by Jayaraj Sivan, TNN http://timesofindia.indiatimes.com/Chennai/TNEB_asked_to_probe_misuse_of_temporary_connnections/articleshow/3786292.cms Chennai: The loss in revenue, running into several crores of rupees, incurred by the Tamil Nadu Electricity Board (TNEB) because of the misuse of temporary power connections given to many buildings on the IT Highway could soon come to light. The State Information Commission has ordered the TNEB to conduct a detailed inquiry into the matter. Apart from causing revenue loss, the board officials who sanctioned the connections also violated a Madras high court order that said the connections should not be given to buildings without completion certificates from the regulatory agencies - the Chennai Metropolitan Development Authority and the Directorate of Town and Country Planning. The commission was passing orders on an appeal filed by T Retna Pandian, a Right to Information (RTI) activist. He said the TNEB public information officer did not give him a proper reply when, through an RTI application, he sought details about the temporary connections given to buildings on the IT Highway. The official gave only partial replies, he pointed out. The TNEB said there were only five buildings on the IT Highway working on temporary connection. The commission's order said, "The commission also finds that there can be substance in the allegation that it may be a motivated denial of information to hide irregularities." The commission ordered the TNEB chairman to provide the specific information sought by the applicant. It also asked the PIO to state why the maximum penalty should not be imposed on him for refusing to give information. Retna Pandian's contention is that buildings which had violated construction norms - and hence could not get completion certificates - were continuing to use temporary power connections for their regular use, thereby resulting in huge losses to the TNEB. Some of these buildings have been using temporary connections even after two years of completion. Further, contrary to the norms, the board has not even assessed the load factor of such buildings for fixing the tariff. As of now, they pay only for their actual usage.
