  6. Any bureaucrats on this forum? What practical difficulties do/have you faced or anticipate to face because of RTI? Has it increased work load? Has it caused diversion of effort from ongoing tasks/projects? Has it created any illwill? Has it brought out lacunae in administrative practices/procedures? Has it led to more orderly maintenance of records and artifacts? Has it led to more diligence in day-to-day work? Has proper training been provided to concerned officials on RTI? Has apropriate traing been provided for the staff in general? What has been the focus of this training? Did such training motivate people in the right direction? What steps were taken to sustain this motivation? Has any feedback on RTI provisions or new tasks it has created been taken? Has there been any counseling? Is there any real reluctance on account of RTI among staff? Is there any inertia? Is there any open or veiled attempt at subverting RTI which could be attributed to something other than inertia? As reported by Bosky Khanna at dnaindia.com on October 30, 2009 Public officials will undergo rigorous training in implementing the Right to Information Act to deal with the applications that are piling up and to address the oft-heard complaint of poor response. They will be trained at the Administrative Training Institute, headquartered in Mysore. The state information commission receives 12,000-14,000 appeals and complaints per day on an average. Amita Prasad, director-general of the institute, said a module is being prepared to train all public information officers (PIOs) in RTI and human rights. Training will be imparted to them depending on their grades and departments, and their roles in implementing the RTI Act. “It is important to train them on how to manage their offices, manage information and people who approach them seeking information,” Prasad said. Most of the time data is not made available to applicants because they are not available, she said. “We have a total of 15 months to train the PIOs. Each official will be trained for 3-5 days through workshops,” she said. The institute hopes to train 300 officials every month. “Once the modules are ready, we will commence department-wise training,” she said. Karnataka information commissioner KA Thippeswamy said most RTI applications concern the revenue department and urban development agencies, especially the Bruhat Bangalore Mahanagara Palike (BBMP) and the Bangalore Development Authority (BDA). Training is important since RTI is a new enactment and it is important for people to be familiar with the procedure and to learn how to deal with complaints. Revenue department officials could not give details about the number of applications they receive. But the department’s principal secretary, GS Narayanaswamy, said there is nothing wrong in undergoing the training process. “All officers will undergo the training as directed,” he said. According to a BDA spokesperson, the authority receives about 25 applications a day. On some days, the number can be as high as 40. Most applications are related to site allocations, encroachment and layout details, the spokesperson said. The BBMP offices get about 100 applications in a day on an average. Press release from Ministry of Personnel, Public Grievances & Pensions on 07 Sept 2009 The Department of Personnel and Training (DoPT), Online Certificate Course on RTI began today on a pilot project basis. The 15-day course started on a Pilot Project basis is being taken by various stakeholders on, both, the demand and supply sides of the RTI implementation regime. This Course on RTI is in association with the Centre for Good Governance, Hyderabad. The first batch has 60 candidates. The response to the course was overwhelming with 1452 applications. Those other than in the Pilot batch will be covered in subsequent batches. The Online Certificate Course is aimed at: >> Public Information Officers (PIOs) >> Assistant Public Information Officers (APIOs) >> Appellate Authorities >> Officials assisting the above designated officers or other public officials >> Citizens >> Representative of Civil Society Organisations (including Media Organisations) >> Any other person(s) who could be a direct/indirect stakeholder The objectives of the Course are: >> Reaching out to those who have not had an opportunity to participate in any training/sensitization initiatives on RTI Act, 2005 >> Bringing greater clarity on RTI among designated implementing officials like APIOs/ PIOs/ FAOs >> Ensuring appreciation for RTI Act, 2005 and its mandate among the officials designated under it and also among the citizens >> Facilitating timely delivery of information by PIOs >> Having better informed citizens, civil society and other stakeholders The outcomes expected from this initiative are: >> A sound knowledge of the provisions of the RTI Act, 2005 among the people taking this course >> Good understanding of the roles and responsibilities of organizations/ persons concerned with implementing the law and with enforcing the rights under this law >> Proper appreciation of rights/obligations ¡V as applicable ¡V for effective use of RTI >> Reliable guidance on following the right process/procedure to implement the provisions of this Act and to benefit from this Act. >> Good understanding of remedies available when an implementing organization fails to comply with this Act.   9. DoPT has announced a specific Budget and Implementation Guidelines for "Strengthening, Capacity Building and Awareness Generation for effective implementation of the RTI Act. The Budget allocations are: 2008-09 Rs. 8.07 Crores 2009-10 Rs. 14.03 Crores Total: 22.10 Crores. The Budget will be used for: 1. Strengthening and Capacity building: This includes strengthening of the SIC's through IT enablement, Video Conferencing with districts, digitization of appeals/complaints, MIS for appeals/complaints and a "online" filing mechanism for appeals and complaints. It also includes a small component for propagation of RTI. 2. Training: This budget will be used for supporting training institutes to undertake training of all stakeholders, translation and publication of guidelines in local languages and capacity building for staff of CIC, SIC and DoPT. 3. Propagation of RTI: Awareness generation through Audio-Visual media and DAVP, advertisements in rural post offices and on other postal media. 4. Get yourself better informed about the Nagas!! - ATI organising special trainings on RTI ATI organising special trainings on RTI Kohima, June 4 (DIPR): The Administrative Training Institute, Kohima is organising special trainings on Right to Information (RTI) exclusively for PIOs, APIOs and Appellate Authorities/other officers in four batches during 2008-09. The trainings will be held during June 18-20 and from July 9-11; from July 28-30 and from Sept. 10-12. Letters have already been sent out to all departments in the Secretariat and Directorates to nominate PIOs/APIOs/Appellate Authorities/other officers for the training on the above mentioned dates and also to send the list of PIOs/APIOs/Appellate Authorities in the prescribed format for preparation of Directory. The State Nodal Officer (RTI) and Course Coordinator, ATI Kohima, has stated that this will be the last such training in Kohima. Next year onwards, RTI training shall be conducted for the other districts. Moreover, invitation of nominations are also being sent out to various NGOs, CSOs, media, peoples’ groups and other social activists, etc. for one-day training on RTI on June 24 and August 8, 2008. The ATI has also invited other interested NGOs, CSOs, media, peoples’ groups and other social activists etc. to avail the opportunity by sending the list of names of the intending participants to ATI at the earliest for making necessary preparations.

Haryana trained pilots with forged documents: lawyer Chandigarh, Nov 21 - A lawyer here has claimed to have unearthed a major racket in which scores of candidates furnished forged or false documents to the state civil aviation authorities to get admission at the government-run flying academies. Using the Right to Information (RTI) Act, lawyer Lakhbir Singh claimed Wednesday that these trained pilots could be a threat to India's national security, given what happened to the World Trade Centre buildings in the US in 2001. 'These young men submitted false domicile and police verification papers and provided wrong addresses. They received pilot training and now hold commercial licences to fly aircraft. They can be misused by terrorist organisations,' Singh said at a press conference here. Singh alleged that civil aviation officials, including flying instructors, could be hand in glove with the candidates in allowing them to receive flying training based on false documents. Haryana's three flying clubs, all owned by the state government's civil aviation department, are in Pinjore, 20 km from here, Karnal and Hissar. Candidates aspiring to be pilots have to fulfil the mandatory requirement of providing documents and police verification before being given training under civil aviation rules. Singh alleged that the director-general of civil aviation (DGCA) also failed to verify the antecedents of many candidates who were issued commercial pilot licences. Singh claimed that he was in possession of a confidential police report which pointed out that state civil aviation officials and flying instructors at the Pinjore flying club had colluded with candidates to allow them to receive training on the basis of false documents.   13. Dear Dr Kushal, Thank you very much for the letter. I had some trouble with Password and I got it rectified only today. Right now at my Institute a training programme on RTI is being directed by one of my colleagues Mr Chandra Boss. There are about 13 participants from all over India including one Appellate Authority. I was telling them about this group and will invite them as members. I also have two colleagues from Trivandrum. Yours Sincerely Neena Joseph
