Many UGC recognised private universities are refusing to provide information under the RTI act by claiming that section 2(F) is not applicable to them. Many also get injunctions from courts and refuse to provide information when asked to do so via the UGC. Complaints to the CIC seem to go both ways. Examples of such universities include the Vinayaka Mission, Sikkim Manipal and Others. The provisions of the RTI act should be applicable to all educational bodies. Any dissent should automatically result in derecognition. I think the act needs to be revised to include this provision.

want to know Who is the next authority to appeal when satisfactory reply not received from Governors office
ranjalrajesh posted a question in Ask for RTI SupportI had applied an RTI to PIO in Governor's office in Karnataka seeking information as to what is the action taken by the Governor of Karnataka who is also the Chancellor of Government / Autonomous Universities in Karnataka in preventing Universities other than Rajiv Gandhi University of Health Sciences,(RGUHS) Karnataka from offering Health Science related courses. I had provided a list several health science related courses being offered in various Universities in Karnataka apart from RGUHS. The first reply I got from the PIO mentions only about the M.Sc. Clinical Psychology program which is being offered by Kuvempu University in Karnataka and the same letter also opines the view that Clinical Psychology is not a medical course and RGUHS does not offer such program. In the next letter sent by me to the PIO I had provided proof that RGUHS also offers M.Sc. in Clinical Psychology and also asked them to furnish details about the other health science related courses offered in other Universities. Later I have received a reply informing that some of the information sought by you is not available and then followed by a sarcastic comment "In this connection it is reiterated that unavailable information cannot be created and furnished" which further states that I can approach RGUHS for further information. The information which I have is that RGUHS has written letter to Governors office about such courses being offered by other Universities in Karnataka with a request to Governor to look into the matter which has been sent long back. It is clear either the PIO is unaware about this or does not want to divulge the information. So who is the next authority which I can appeal against the Governors office?????
