Dear member, if NGO is directly or indirectly funded by government then it is covered under RTI Act.

NGO must be in a position of extinction (Can not survive without govt. assistance) without such Govt., support and then one can file application through that concerned Govt. agency

Other wise, applicant can not get any information from NGO .

However, if query is posted, members may suggest alternatives of obtaining such information from other sources.

NGO's are aplenty in every state and most of them thoe getting financial support from big companies, mostly misuse the funds and therefore take recourse to claim that they are not public authorities and RTI is not applicable to them. Unless you specify the NGO , further advise cannot be offered

And if NGO is not providing information by saying RTI doesnt apply on NGO. then what action we can take in that case?

Read Kerala thallapalam cooperative case in Google to learn which body can be brought under rti.

If your NGO fulfills criteria given in said case .complaint to CIC to bring BODY under ambit of rti.

If not fulfilling criteria .try the way and link shown by SUNIL Sir .
