Section 4 of the Right to Information (RTI) Act, which makes suo motu disclosure mandatory and which is the most powerful section of this transparency law, is being dodged by most government departments despite innumerable circulars, orders and recommendations. The panel has also slammed the government for not fulfilling the mandatory requirement of proactive disclosure under the Right to Information Act even a decade after the implementation of the law, people familiar with the matter told ..
