Is circular of DoPT No 1/6/2011-IR dt 15-4-2013 applicable to Nationalised banks?

Hello, A Nationalised bank CPIO has taken stand that DoPT No 1/6/2011-IR dt 15-4-2013 is not applicable since it is only marked to Ministrues /department of Govt of India and not to Banks.. If any body can give me decisions of CIC/High courts in this regard.

Banks are being guided by Awards and settlements at apex level between IBA and other employee's Association. Please post your specific query so that the comparison can be made as to whether banks have individual such stipulation in awards/settlements/internal agreements which may be not in consonance with DOPT circulars.

The order related to Suo Moto disclosures has CC to "All Departments of GOI". Department of Financial Services is one such department under the GOI which is administering Government policies having a bearing on the working of banks. Allahabad Bank, Indian Bank have already uploaded their Suo Moto disclosures in their site.

Section-4 of RTI Act is mandatory and applicable to all Public Authorities. DoPT circular in question is further guidelines and clarification.

The CPIO of the bank is right and unless the Finace Minstry endorse the copy to RBI and whom in turn mark the same to all the CEOs the local branches may not be able to act on such circulars without knowing what is inside.

As said by Raveenaji, the Office Memorandum of DoPT very much applies to the said Bank.
