Peeved with government services? Soon you'll have an app to vent


Want to complain about delivery-related problems in government services, or make suggestions about the working of various departments or drafts of proposed laws and policies? On Republic Day, the Maharashtra government will launch a collaborative mobile app and portal called 'Aaple Sarkar', which will enable citizens to do this.

On lines of the MyGov: A Platform for Citizen Engagement towards Good Governance in India portal started by prime minister Narendra Modi, this is part of the state government's participative governance measures to help it connect with the masses, exchange ideas and receive grievances.

"The portal and app will enable people to file grievances related to various departments and also give suggestions," Rajesh Aggarwal, state principal secretary, Information Technology (IT), told dna. He added that this would be on the lines of the state enabling online submission of Right to Information (RTI) applications for various Mantralaya departments.

While 'Aaple Sarkar' will be launched on January 26, it will be scaled up gradually and other features like comments will be added later. "Drafts of new policies will be put up on it for suggestions and comments from people," said Aggarwal, adding that polls on various issues could also be conducted.

The draft of the sunshine Right to Services Act, which will guarantee time-bound delivery of government services to citizens and pull up errant public servants, may also be put up on 'Aaple Sarkar' for suggestions along with the new IT/ ITES policy, 2015.

Chief minister Devendra Fadnavis may also get his own special website with features for feedback, suggestions and comments from the people. This will be on lines of the Prime Minister's Office (PMO) website. Fadnavis has declared 2015 as the year of digitization and time-bound services.

The state government is also planning to give a major push for e-governance initiatives, like making it mandatory for all departments and districts to digitise at least 10 of theirfacilities in a set time period. This will include digitisation of records, applications and output (like certificates) and eventually enable people to apply electronically for these facilities. The lower human intervention in these electronic government services will reduce corruption and ensure transparency and accountability.

Officials said that if things proceeded as per plan, they planned to make all certificates available digitally, though more time could be taken in districts where the proportion of digitization was comparatively low.

Fadnavis has also spoken about initiatives like making available status updates on various projects in the pipeline like the Metro railway. The government also plans a push for the e-office project as part of its e-governance initiatives. The state has also decided to make it mandatory for all contracts over Rs 3 lakh to be awarded via e-tendering from the previous limit of Rs 10 lakh.

thanks for kariraji for giving a very good and useful information relating to maharastra . this is a right step if followed by all the state governments which will helpthe generalpublic in getting their greivances regressed expediciously.

Fadnavis Launches 'Aaple Sarkar' to Bring Govt and Public Closer


Maharashtra Chief Minister Devendra Fadnavis today launched "Aaple Sarkar", a technology based platform for direct and close communication between citizens and the government.

"The web portal would provide the necessary transparency for direct connection with citizens," Fadnavis said.

Fadnavis said he plans to make "Aaple Sarkar", the flagship portal of the state government and even the Right to Service Act would be linked to the portal.

The Draft bill of Right to Services has been made public for suggestions and views and would be tabled in the budget session of State Legislature in March, he said.

A facilitation centre would be outsourced to provide necessary infrastructure for maintenance of the web portal and ensure that its objective to serve the people is achieved.

A cut off date would be announced soon after which only e-files will be accepted in the government set up, he added.

Chief Secretary Swadheen Kshtriya said the grievance redressal on "Aaple Sarkar" would be done in 21 days.

"Information related to any public service and functioning of Government departments in Mantralaya will be provided. No personal information and the details of any matter which is sub-judice will not be entertained on the portal," he added.

In the second phase, government offices at district level, municipal and tehsil level would be included, he said.

Giving details of the portal, Principal Secretary Information and Technology Ajay Mehta said, "Aaple Sarkar" which is also a mobile app, was divided into three parts -- Grievance Management, RTI online and collaboration.
