Dear member, it depends upon the complaint. Yet you can complaint to the Education Ministry or DEO concerned.

If it is concerned with Education to DEO, if it is concerned with saitation/approvals/Drinking water/Toilets etc to Corporation, if it depends on harassment to Human Rights Commission, if it is concerned with harassment of women etc., to Women's organisation. For a comprehensive matters a General and serioua complaint before District Collector.
