There is no universal rule for mezanine floor regulation. Unless you specify which city and or state, we cannot guess and guide. Please file RTI with the local municipal administration or estate department for copy of rules/circulars/orders/guidelines which permit regularisation of mezanine floors inside shops.

Please let the application be filed through a friend or relative. If you file such application, now Corporation may get a clue on such unauthorised construction in your shop as retaliation and may trouble you. Now Central Govt., and many Municipalities/corporations are bringing out a comprehensive one time schme "BRS (Building regularisation Scheme)" to regularise many structures that are not approved by charging fees on the basis of Economic status and floor area. They have taken Google map photographs of every area in their jurisdiction, to get confirmation that the building was present before the scheme is announced. But in case of mezanine floors, it may not come up in map, and there is no precedence of such regularisation for internal mezanine floors.
