Dear member,

File RTI Applications seeking information both from College and University as per format and fee rules applicable to your state. Seek information on prescribed period within which certificates must be sent to graduates as per rules & regulations/Norms/notifications, the specific reasons for abnormal delay, and Name of the officials responsible for delay.

Also Issue a Regd., notice under CP Act to Registrar of concerned authority demanding for immediate delivery of certificate as not sending certificate in time amounts to deficiency of service. If there is no reply draft a simple complaint and file in District Consumer Forum. You can argue your case and it may not cost more than Rs.250/- In all probability you may receive certificate after concerned authority receives notices from District Forum.

Providing degree certificates is the duty of the University. You may submit a detailed complaint to University to which college is affiliated with a copy to Principal of college. After one month of filing complaint to University, if things do not move, send a reminder to the Registrar of the University with copy to Principal of college. Still if things do not work for a month, use RTI against University by referring:

If college is run by govt then you can use RTI as above with the college also in addition to University.
