0 Prasad GLN 1,781 Posted February 27, 2015 Share Posted February 27, 2015 It is not non receipt but non issue of Original degree certificate by University within time frame fixed even after receiving prescribed application with fees. It is not only an RTI issue but also a Consumer Complaint issue, if candidate has paid prescribed fees, and was not provided with such degree certificate within reasonable time after receiving prescribed application and fees. 1.Information has to be secured under RTI seeking reasons for inordinate delay in issue of degree certificate of.......with Regd.no.......for convocation held on.......as per application with fees dt..... (Please follow prescribed RTI Rules and regulations of state in format and fees.) 2.Then wait for 30 days and issue a notice under CP Act demanding for immediate delivery of original certificate seeking compensation for harassment and deficiency of services to a sum of Rs.1 lakh (it costs Rs.500/- to file a complaint before District Forum) 3.You can also file First Appeal if PIO has not provided information or if information provided by PIO is not satisfactory. Seek information on prescribed period within which certificates must be sent to graduates as per rules & regulations/Norms/notifications, the specific reasons for abnormal delay, and name of the officials responsible for delay. Also Issue a Regd., notice under CP Act to Registrar of concerned university demanding for immediate delivery of certificate as not sending certificate in time amounts to deficiency of service and harassment. If there is no reply draft a simple complaint and file in District Consumer Forum.
