Now PIOS find another way to defend their actions, stating that HC ruling and single IC orders are not valid.

Actually this decision of the Court is correct - although it has used some incorrect reasoning based on Namit Sharma 1 judgment of the SC.

 

The "commission" is defined in Sec 2(b) and 2(k) of the RTI Act. Read those definitions and after that read Sec 12(1) and 15(1). It will become clear.

However, the same High Court ruled earlier that the SIC can work in benches !

EGDNK : Even God Does Not Know !

 

Matter will go all the way upto the SC because there are several judgments from different High Courts on the same ground and coming to the same conclusion.

when the decisions given by the SIC ,differently then they need for a bench arises which is the normal practice even in high court and supreme court , this in any way will not affect the normal second appeal hearing process .
