RTI for Personnel record

Hello,

I need to know whether I can get personnel information (Joining report, No-dues clearance upon resignation etc) of an ex-employee from HR department of employer (PSU & Govt owned) through RTI.

 

Above information would help in tracing the legal breaches committed by the employee while switching a job.
