The Right to Information Act was a major step forward in citizen empowerment, when the UPA government adopted it in 2005. In the President’s address to the joint session of the newly-elected Parliament in the UPA’s second term, a promise was made to move on from parting with information on request to proactively making information available in the public domain, without waiting for an RTI query. No action followed, however. The present government would do itself and Indian democracy a favour by implementing such a policy. Keep back information that would not be revealed under RTI, but publish all the rest.
