You may lodge a complaint with Station Master concerned against proper acknowledgement or at Head Quarters of the Railway under which this station falls, by visiting website of that railways. There is e-filing facility now at websites of railways.

In case no action is taken, in a month send e-reminder to GM of concerned railway HQ and still if the problem continues, use RTI by referring:

The charges have been fixed by Railway Authorities, depending on value of land in that particular station. The contract awarded states the amount to be charged, and contractor can not charge more than that amount. First check whether the contractor is really a Railway contractor. I know in several places at Mumbai, private persons collect parking fee in front of Railway stations and pocket it themselves and I have never seen action against them by Railways. There were such posts on Kalyan and Dombilli in the past in this portal also.

Perhaps you know the difference between a suburb of Perambadur and Villivakkam value of lands.
