Hello, Can I ask reasons for a decision by Public Authority through RTI? For example, not to issue a certificate?

 

Yes, you can but not in interrogatory method. You can request PIO to provide reasons from record for not to issue a certificate.

You can structure your query in a smart way.

 

"Please provide me specific reasons for not issuing a certificate and a copy of such norms/guidelines/circulars under which certificate was denied.

 

(Unless the query and response is studied, exact advice can not be given and this reply is in general)

Please post some more details of the problem for proper guidance. However, if you are aggrieved person you can seek reasons on record under section 4.1.d of RTI Act.

Best is to file a RTI application and ask for "inspection" of the file related to this subject matter.

When you inspect the file, then you will be able to read the "file notings" from various officers/staff.

The file notings will give you an indication as to why something was done or not done.

Alternatively, you can also file RTI Application before the concerned PIO and seek the -

 

[1] certified copy of the note sheet indicating notings by various officials and decision of competent authority stipulating the reasons for not issuing the ................. certificate to Shri. ....................... Resident of ........... sought under his application dated .......................
