BPL Ration card to get RTI information without any charge

Question

Hello,

On the basis of BPL ration card ,information was asked from the CPIO of Mathura Cantt.The CPIO has allowed ,but on payment basis. The FAA has also endorsed the decision of CPIO and has asked BPL certificate from the competent authority to give information without charge.

Is CPIO is right to ignore BPL ration card and ask BPL certificate ?

Pl clarify the above issues with CIC decisions

Here what is the priority ?

Getting information by paying Rs.10/- to Govt. or priority is the issue of PIO's demand.

Further appeals and decisions are expensive when compared with payment of Rs.10/- to Govt.,

My suggestion is first pay and get the information and after receiving information file complaint to IC with proof of ration card and PIO's letter

as the amount involved in the form of RTI fees is minor amount and it is therefore advisable to pay it and get the information instead of going into contraversy of the validity of BPL card and otherwise.
