BPL cards are issued on basis of income either with affidavit or with income certificate from Gazetted officer/employer. A simple BPL card is no use, unless some benefits are derived from using that card. (RATION/Scholarship etc.,). As most of the card holders belong to unorganised sectors, it is difficult.

File RTI Application, seek inspection of the list and their applications, select those names whom you are acquainted with, and find out loop holes. As this details are from a village, you can easily identify those people who are robbing the public funds. During inspection, you have to seek 1)Guidelines for identification 2. The finalised list 3.Applications 4.The employees who has conducted survey.

Getting permission for inspecting the records easy, and you can also seek certified copies of those documents during inspection. You may also take a digital camera for photographing the documents.

You have to file application to SPIO, Tehasildar in case of villages and follow format and fees as applicable to your state. Immediately after getting inspection invitation, read blog in the portal on conducting of inspection, get a print out study well and utilise the opportunity.
