Question

Adithyan.potty

I filed RTI at KERALA UNIVERSITY with valid attested copy of BPL certificate and Aadhaar card and got rejected. Although it was marked as ' For Scholarship Only ' on BPL certificate it was not a problem for other places I applied. is there any other BPL certificate for RTI ..??

If you want information, first file RTI Application afresh with approved mode of KU's RTI fee.

Then go for first appeal, after verifying in Kerala RTI rules and regulations where the exemption has been specified.

Mention verbatim stipulation, and then appeal that denial is not proper. (Honestly, I never heard that BPL Certificate can be issued separately for RTI. In all states White Ration cards, Antyodaya cards are also being accepted though they are not meant for RTI )

If information is urgent, please file fresh Application with proper fee. As per Kerala RTI Rules -

Application fee: Rs.10/- to be paid by affixing court fee stamp on the application or by bank’s demand draft or pay order/banker’s cheque in favour of ‘State Public Information Officer’ [or favouring ‘State Assistant Public Information Officer’, if application is submitted to SAPIO] or in cash against receipt. Paying in treasury is also a mode, but it is cumbersome. Affixing court fee is the easiest and cheapest mode. Applicants holding BPL certificate need not pay any application fee. Demand draft/pay order/banker’s cheque should be of public sector or scheduled bank, made payable at the place where application is being submitted to SPIO/ASPIO.

If you want to pursue previous application, please file First Appeal within 30 days from PIO's decision.

the RTI application fees in kerala is only Rs.10/- which you can pay through IPO (indian postal order) or affix court fee stamp of Rs.10/ in which case there is no need for BPL certificate and it is advised you to file a fresh application by paying the above fees and seek information from the PIO instead of bothering about other issues. and you need to wait for nearly 35-40 days from the deta of posting to get a reply.
