HYDERABAD: Hitting back hard at the lackadaisical attitude of the state bureaucracy that has turned a blind eye towards the implementation of Right To Information Act, chief information commissioner (CIC) Jannat Hussain and his state information commissioners (SIC) met governor ESL Narasimhan on Wednesday at the Raj Bhavan to brief him on the ongoing situation. It is so shameful and this begging exercise for respect has to be condemned.

(Govt., has also given a secret circular that ICs are given equal status with Secretary only for pay structure and not eligible for other protocol arrangements during their visits to other places. Please read some other news papers also ICs grievancce is not for Govt's Nelson's eye treatment of RTI, but for not observing protocol and not giving due respect to them) Ego problems and personality clashes. These are not new. One SPIO (IAS) has also commented as to why they should attends hearing that is being conducted by a journalist and gives authorisation to a clerk as his representative. There is no rule that PIO must attend hearing at APIC, all that exercise is just eye wash.

 

The million dollar doubt a common man can not understand is What is Governor's role as he is publicly known as RTI opponent and as to whether such visits demoralise other Public ? (When they can not take action against PIO, who cares for them and who cares to implement ICs orders) Why should not they scrupulously implement RTI section and penalise all PIOS and bring them back to discipline by creating fear among them is not known. Without using the powers vested in them, asking Governor's interference is hilarious.

AP state Information Commissioners including Chief Information Commissioner Zannat Hussain met the Governer at Hyderabad and complained that the IAS Dist Collectors and their staff are not showing any respect to the Commissiopn and even not attending any meetings called nor allow their staff like RDO,Tahasildar etc., to attend and answer the COMMISSION which has badly hurt them and they have requested the Governer to intervene and set right the things.In Hydertabad the IAS officers are comparing them with Commission members and thinking that they are much great and need not care the Commission which is resulting in INSULTING RTI Act itself and the CMs and Governer should intervene and set right the things.

Sir, such high handed collectors only teach lesson to so called brilliant and righteous SICs/CICs. Everybody knows how they give prompt justice to a common man/applicant by disposing second appeals and complaints!!.

Where are the powers to the SIC/CIC and at the most they can punish a CPIO with penalty and FAA with recommending disciplinary action which they may not take seriously

After a long time of nearly 3 months, I read the above posts and had a heart laugh after reading this news item !Thanks Info Commissioners for bringing a smile to my face.Applicants crib about PIO/FAA/ICPIO cribs about applicantNow, IC cribs about PIOs/bureacratsWhy not change the name of RTI Act to RTC Act:Right To Crib ActHa Ha Ha Ha LOL !

Why do not you phone and guide them, as Hon Governor should have also laughed at them ? (Advise them to penalise PIOS without accepting frivolous excuse and naturally other officials fall in line. At least they can do justice to their job)
