Moreover,

Just recollect as to whether you have provided copy of your DL to any Public Authority for photo identity purposes and you can collect such copy from them.

Even if number is not there, in computer era, if you can remember the year and the exact name stated in Driving license, it is possible to trace.

You may apply to the RTO concerned to issue a duplicate license by paying prescribed fee for issue of duplicate DL with courtesy /Politeness as the work is yours.Mention your full name, address and type of license in application.

It is simple, go and apply to RTA for duplicate DL in prescribed format and fees, atleast mentioning the year. Before that recollect as to whether you have given the copy for photo identity purposes to any Public Authority. No RTI is necessary.

Dear member, what is confusion? You are clearly guided in post No.2 and again i reproduce below.

"You may apply to the RTO concerned to issue a duplicate license by paying prescribed fee for issue of duplicate DL with courtesy /Politeness as the work is yours.Mention your full name, address and type of license in application."

Now clear?
