The Commission has not made it clear that from which source/fund the compensation is to be made.

That is not Commission's business. It is left to individual Public Authority's decision.

But after a long time, such a good decision, though appellant has not proved actual monetary loss suffered that can entitle him for compensation. Further the appeal has also come for hearing without any inordinate delay. Appellant is fortunate.

If the records have been destroyed by fire, how can anyone give the information? If that logic is taken even compensation is not justified!
