PATTAYAM :- It is first and original record about the ownership of a property . All properties are ownered by the government. After completing the survey of land, every piece of land owned by a person is allotted with a survey number.

Please file Application seeking information under RTI from Nodal SPIO, o/o District Collector seeking information on the procedure to obtain pattayams and follow the laid down procedure and submit documents as required in the procedure and apply for the same.

Also please note that you can access information about the procedure for pattayam, by filing a RTI application with the concerned Public Authority responsible for the execution and administration of laws relating to pattayam.

Pattayam (generally called PATTA) will be issued to the persons to whom a peice of land is allotted by government for various reasons. in case of private property, the piece of land purchased by X from Y will have a registered sale deed which will be a permanent document and on the basis of this saledeed the Thasildhar will give Pattadhar passbook. whatever is applicable to you, you can follow on the above information / guidance.

The normal procedure is to apply to the concerned Tehsildar or any appropriate administrative authority in a format prescribed by the Revenue Department. The details of the owner or owners as the case may be, must be enclosed along with the documents that pertain to the plot in question. An interview might be sought by the Tehsildar with the applicant if needed. Or if the Tehsildar is so convinced, an on-site visit is also possible. But these are generally for lands that are entangled in legal disputes.

Filing RTI is not the right method in your case, since it may take months in just gathering the information as to what to do & where to do. The power to assign pattayam is with the Land Tribunal constituted under the Kerala Land Reforms Act and the Rules made thereunder.

 

Make application in prescribed proforma before the Land Tribunal having territorial jurisdiction over the land for which Pattayam is being sought. You can avail the help of a Ezhuthukaran in preparing and submitting the Application before the Tribunal.
