PANAJI: It's no surprise why Goa's coastal belt and towns have illegal massage spas offering cross-gender massages despite on-and-off crack downs by the police. There's hardly any checking done by the directorate of health services even though it is the licensing authority, sources said.As per information obtained under RTI , not one illegally operated spa or parlour has been penalized by the directorate of health services so far, even though it is armed with a provision under the Goa Public Health (Amendment) Act, 2014, to penalize spas or massage parlours operating illegally.Read at: ?73 spas, 2 massage parlours granted licence in past 3 years? - The Times of India

Last year Madras HC has ruled that massage parlours, spas, therapeutic treatment, beauty parlours, wellness centres, unisex salons and health clubs - call them by any name, but police and other authorities cannot interfere in their functioning without first making a law either to permit or regulate such entities.
