AP: Info chief raps officials over pending RTI cases

Right to Information (RTI) Act Commissioner Lam Tantia Kumari on Monday rapped the Chittoor officials for “poor” implementation of the Act in the district.

Ms. Kumari, who was in the city as a part of her three-day tour to review the pending cases related to RTI Act, pointed out that pending cases were in the rise since January this year. “More than 700 cases were cleared in the beginning of the year. As many as 582 cases have been registered till date which shows an increase in awareness among people about official apathy,” she said.

Referring to the status of pending cases, she said that most of the officials were trying to withhold the information sought under RTI Act. “The spirit of the Act has been tarnished with officials not striving for transparency and accountability,” she pointed out.

In CIC also same situation. As per Right to Information Act, 2005, the RTI applications and first appeals are required to be mandatorily disposed off within 30 days of their receipt. However, no time limit has been prescribed for disposal of 2nd appeal/complaint by the Central Information Commission.

 

As on 17.02.2015, a total number of 37935 2nd appeals/complaints are pending with the Central Information Commission.

 

The pendency of 2nd appeals/complaints with the Central Information Commission is as under:

The Central Information Commission has been granted autonomy in recruitment of staff. The Government has also taken several steps like reiteration of guidelines for the Central Public Information Officers and First Appellate Authorities enabling them to supply information/dispose of first appeal effectively resulting in less number of appeals to the Commission.

 

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to Shri P.R. Sundaram and Dr.C. Gopalakrishnan in the Lok Sabha today.

[h=1]Info Commissioner breathes fire on officials[/h]Information Commissioner Lam Tantiya Kumari on Wednesday came down heavily on district officials for their failure to provide information to the public, “thus trying to make a mockery of the well-meaning Right to Information Act”. She was chairing a joint meeting of district officials and RTI activists at the MCT compound here.

While heads of departments indicated that the number of pending cases was well within the prescribed limits, activists had a different version. They accused officials of harassing them by charging exorbitant fee, causing inordinate delay and furnishing either insufficient or totally irrelevant information. “When the charge for a detail is Rs. 100 in one mandal, it is Rs. 1,500 in the neighbouring mandal. How can it be?” wondered an activist. “I did not ask for information about the Chief Minister’s Office, but just the works taken up in my Panchayat, but to no avail,” said another.
