I have forwarded a RTI application along with application fee as IPO in favour of CPIO MHA. The application returned to me with the reason that IPO should in favour of Accounts Officer, MHA. There is no information in this regard neither published in the website of MHA nor in the RTI Act, 2005.

kindly advice whether it is in order

CPIO is correct. Payees name is as per RTI Rules 2012 of Central Govt.

Even when there is no designated Accounts Officer, one officer must be designated as AO for purposes of RTI-fee. (Generally it is not a serious objection, as Post office pays the amount if it is signed by any public authority with rubber stamp, but some over smart PIOs return and spend more than Rs.22/- for registration, when IPO is just Rs.10/- You can surrender that IPO with Counterfoil to your post office and on payment of Rs.1/- you can get new IPO)
