Information for one eye person can driving license or handicapped certificate

Dear sir,

 

Sub -I couldn't get driving driving license,

 

I am one eye person my right eye birth defect no power left eye normal dr not giving fitness certicate to driving license after I asked for handicapped certificate it's also rejected and also asked for goverment order to give medical fitness certificate for one eye person can drive scooter ,

 

Please provoide information

You will have to approach Dist. Rehabilitation Centre or Govt. Hospital which is authorized to issue medical certificate for driving competency. In Mumbai for orthopedically handicapped, it is done by AIIPMR, Haji Ali, who issue such certificates on fixed day with prior appointment & after detailed examination by doctors. Normally in other areas, the hospital authorized to issue railway concession certificate, issues such driving license medical certificates. You will have to also provide full length & passport photos & other documents for disability & residence. Such medical certificate will specify the special type of vehicle you can safely drive, like hand controlled 3 or 4 wheelers, etc.

Dear madam ,

As per your guidance I went govt hospital and rehabilitation center they give me 30 percentage disablity it is not consider for license and it's not benefit to handicapped quota in govt jobs

Minimum 40% disability is required for claiming PH Quota. They go according to the laid down norms. The standards vary in different States. For example, one eyed person will not get a driving license, according to the guidelines issued by Motor vehicle Department in Kerala. The worse eye after correction should have a minimum of 6/60 to drive a non transport vehicle. Similar guidelines exist in other states also. There are different of opinion amongst Ophthalmologists on this issue. Those opposing feel that stereopsis (i.e.) depth perception due to LOSS OF BINOCULAR VISION may cause error of judgment. One has to see the surroundings all-round, observe the behavior of the fellow drivers on road and able to judge/react and therefore mono-ocular distant acuity is not enough to drive a vehicle for smooth navigation to control vehicle in motion well in time so as to avoid any mishaps.

 

You can get more material supporting issuance of such fit certificate by referring "Are current guidelines for categorization of visual impairment in India appropriate?" by Praveen K Monga et al, 2009 volume-57, issue-6, page-423, which adequately describes all the guidelines.
