DoPT's OM dated 12.6.08 about transfer of RTI application

Complainant had sought information about export of sheep from India. Respondent CPIO informed the complainant that information is not available in their department and also advised to contact APEDA and department of animal husbandry. The complainant stated that CPIO should have transferred his RTI application u/s 6(3) to the concerned public authority. Respondent CPIO referred to the OM dated 12.6.08 of DoPT.


Commission observed that the complainant is at liberty to file separate RTI application to the public authority mentioned in CPIO's reply.

What does this mean. Even one dept., is not aware as to the information is available with. Atleast they will not try to learn new things atleast taking this opportunity to know things. It takes maximum 5 minutes to them to know the procedure, as they can scan that rti and send the same to all depts. but why should they ?

Unfortunately, most PIOs forget that through RTI they can learn several things from their own dept., which they may not be knowing. I do not why persons are not inclined to know things better whether it concerns them or not atleast in general interest and to help public.

We can not find fault with PIOS alone, citizens must also think for a while as to where from the information can be secured. One authority can not provide entire information about agriculture, fisheries, sheep and all others, when there are several separate organisations.
