The records of BSES are therefore now with Reliance Energy and hence it is a private entity and hence beyond the scope of RTI as far as its old bills are concerned. You can try by filing RTI Application with the PIO of BSES, if you have address of its office and seek the certified copy of bill for year 1999 by giving full details of meter, owner and address. I don't think MERC may hold such information or it can seek old electricity bills of 1999 under its regulatory norms, just for the purpose of supplying it to the applicant. Functions of MERC: http://www.mercindia.org.in/GoM/E-RTA-REVISION_100811.pdf Please find quoted below an excerpt, from the recent Hon’ble Supreme Court’s judgment in (CIVIL APPEAL NO. 9017 OF 2013), pronounced as on 07-10-2013: In paragraph 52, the Hon’ble Supreme Court has stated, as follows (emphasis added): “Registrar of Cooperative Societies functioning under Cooperative Societies Act is a public authority within the meaning of Section 2(h) of the Act. As a public authority, Registrar of Co-operative Societies has been conferred with lot of statutory powers under the respective Act under which he is functioning. He is also duty bound to comply with the obligations under RTI Act and furnish information to a citizen under RTI Act. Information which he is expected to provide is information enumerated in Section 2(f) of RTI Act subject to the limitations provided under Section 8 of Act. Registrar can also, to the extent law permits, gather information from a Society, on which he has supervisory or administrative control under Cooperative Societies Act.
