Collected all circulars and orders issued by DoPT regarding implementation of sec 4 of RTI Act. I have selected one institution and trying to implement it. Kindly share some valuable suggestions on the same regarding suo moto disclosure. I will be happy if learned counsel can help me or provide a sample letter format regarding request to implement sec 4 and suo moto disclosure.

Thank You. Jai Hind

I don't want to discourage you but in my opinion Sec 4 is dead and cremated. It is an illegitimate child of the RTI Act - it has neither a mother nor a father (ie no one is responsible for it !).

Even the midwife (the CIC, SICs & DoPT) refuse to even "deliver" the child.
