Plz send the updated information on appointment of information commissioners in AP

3. On 11 Aug 2017, Andhra Pradesh Information Commission has been constituted at Mangalagiri address. (GO MS 111 of GAD (AR&T II)

 

4. Latest news is that the leader of opposition, Mr Jagan, couldn't attend the crucial meeting to finalize the names of Information Commissioners due to his padayatra. Govt of AP would ask him to attend one more time before finally deciding on the information commissioners.

The committee has yet to meet for selection of those commissioners.

Opposition leader insisted for sending his representative for such selection (!)

This proposal was not acceptable to the other members,

The meeting was postponed, and if at all he will be available at next proposed date, the commitee may finalize the names.

Please do not have hopes on such information through IC alone, and make alternate attempts to get information.

4. Yes. Sec. 15(3) of RTI Act says:

 

The State Chief Information Commissioner and the State Information Commissioners shall be appointed by the Governor on the recommendation of a committee consisting of—

(i) the Chief Minister, who shall be the Chairperson of the committee;

(ii) the Leader of Opposition in the Legislative Assembly; and

(iii) a Cabinet Minister to be nominated by the Chief Minister

 

The current committee consists of Mr. Chandrababu, Mr. Jagan and Mr. Yanamala. Mr.Jagan said that he can send his representative to attend but it was rejected saying that the Act doesn't facilitate doing so. So, nothing happened on 12 Dec 2017. This committee would have to finalize soon, with or without Mr Jagan. Please note that regarding the PIL of Forum for Good Governance, at the time of its closure, AP Govt promised High Court that it would select ICs and CIC within 8 weeks.

There is a Telugu proverb...The Doctor prescribed drinking milk...and Patient wanted to drink milk only.

 

It is good for AP at this stage, not having IC at present, as they are finalizing several contracts and for development of Capital city. There are always forces against ruling Party. Though every one criticize RTI, it has to come to rescue to garner support through documents under RTI. If information is solicited on their activities, RTI is too bad, and if they wish to secure information on opposition, RTI is good.

Correction: AP Govt promised High Court that it would select ICs and SIC within 8 weeks.

 

To Prasadji: Opposition Leader doesn't understand the importance of this selection and Ruling Party Leader doesn't do unless HC orders. We are really blessed to have such leaders serve us!

There is subtle difference in opposition and ruling party. The opposition party, if it was a ruling party, had their own squad of loyal officers, whose duty is to intimate day to day developments to their erstwhile bosses with a fond hope that they can win over him bonus as loyalty. No surprise, even before CM knows a move in AP, the entire band of leaders in opposition gets entire details of such move, and the moment is announced (even without publication), they are ready with a research article on such move to oppose.

When An act states that it should be done in a particular way, those actions which are not done in other ways than the prescribed becomes illegal. If you want IC for general and larger public interest it is well and good. But, if you wan any personal appeals, explore alternate avenues.

Do they have the right of prolonging the issue much against the basic rights of citizens denying the appointment of CIC & ICs. Shall we all have to keep mum helplessly. Don't we have our own rights of getting appointed I.Cs, to be protected ? Though years passed no appointment of Information Commissioners including the CIC is seen.
