What procedure we have to fallow to ask our question to govt on rti

The first step is downloading RTI Act available in this forum, preferably in your mother tongue or purchasing a book.

Reading Sec.2h 5,6,7 ,11, 18,19 & 20

Second thing to search website of Public Authority from whom you wish to seek information to locate Public Information officer, format of RTI Application, mode of payment of RTI fee.

Any citizen can seek information that is available in material form as record with that Public authority.

Questioning is not proper. Always commence the query.

Please provide

On RTI you can not seek, but under RTI you can seek.

You have to file RTI Application to PIO seeking information with fees

wait for response for 30 days.

In case of no response and unsatisfactory reply making first appeal to a superior officer designated as First Appellate authority of the same dept.

Waiting for 30 days for FAA response, then making second appeal to Information Commission .

These are fundamentals.

1. First identify the subject on which you wish to seek the information for example Police, Municipality, Passport, Income Tax, Railways etc.

 

2. Please understand that Police, Municipality, Health, internal roads of a State etc. are State Govt. subjects (falls under a Chief Minister and his council of Ministers), whereas Passport, Income Tax, Railways etc. are Central Govt. subjects (falls under the Prime Minister and his council of Ministers).

 

3. If you wish to file a RTI application on a STATE Govt. subject then the particular State Govt. RTI rules for fees & format shall apply,

Whereas, if you wish to file a RTI application on a CENTRAL Govt. subject then the Central Govt. RTI rules for fees & format shall apply.

      BBMP (Municipal council of Bangalore) does not take either postal or Online R.T.I queries.
      Since there is no accountability, the roads are in disarray and no action has been taken. Now with this covid19 pandemic, these fellows are just sitting and eating peanuts.
       
      Several compliant either to the BBMP app, P.M.O office or the local M.L.A/MP have fallen on deaf ears.
      Has anyone succeeded in resolving roads via the R.T.I route or some other route?

      I had sought details of loan and copies of agreement entered with World Bank, JICA etc. of IT Expressway Chennai (created in partnership with Govt of TN) However the PIO has replied that they have moved out of world bank loan and taken loan from other banks details of which cannot be disclosed under 8(1) d of RTI Act citing "commercial confidence".
      However the IT Expressway is a public limited company having entered into agreement with Govt of TN and others for developing and maintaining a particular stretch of road.
       
      Kindly help me frame a good first appeal.
