The Central Information Commission (CIC) has come down hard on an applicant for filing multiple applications with a view to harass the public authority.

 

Information commissioner Yashovardhan Azad called out the actions of the applicant, who had filed a slew of pleas after a dispute with a neighbour. "The commission notes that the appellant is a habitual litigant and has been raising myriad queries about numerous complaints he has filed before various public offices.

Like not for decision, but for posting such decision.

Gone through all 23 comments. Except one or two no one has gone through decision. Neither IC has such powers to refuse appeals nor such decisions can be taken without conducting a thorough inquiry as to what was solicited, and what was provided in all the RTI Applications.

If Public Authority is powerful, they can demand and get such decisions with their influence. A decision must always be a speaking order. There was a well considered earlier decision that before branding applicant as irrational, they have to prepare a list of such applications, provide information furnished, and then they can pin it in notice board and can move this through appeal .
