Alternative for Information from PA

Just a point of view :

The RTI Act-2005 envision transparent and accountable governance and informed citizens, so is a PA obliged to provide information if asked  without applicant  using the route of RTI?

Here we are fighting for getting information from Public Information officer treating it as his duty and statutory obligation, which many PIOs are not promptly doing,

Even after 12 years, Government miserably failed to convince the Public Authorities for voluntary disclosures under Sec.4 and it's implemetation through appointment of Transparency officers,

and Your point of view is that without applicant using RTI route can get information or not ?

May be, if the authorities feel responsibility they may, but not under obligation and they are bound and can be made accountable only under RTI alone.

But let us admit the fact, none of like to be questioned on our actions, and Officials treat it not as obligation but a curse.

Yes, you have a point of view.

I thought (perhaps believe), post RTI Act-2005 perhaps, now after more than 12 years, some accountability and transparency could be expected in our ways of governance? I would like to test it through an application for information, knowing fully that the PA is obliged to reply but, has no time limits. But, if he sleeps over.....than may be follow up would be needed under rule of law.

In the recent years,  sue-motto disclosure U/s 4(1)(b) has been on paper. Very few Public Authorities are displaying this information and . If displayed, it will not updated.
