Money wasted for Vvpats to connect with evm when slips are not counted.

If slips are not to be counted and matched with EVM results , what may be the reason purpose Rs 20 crores tax payers money has been wasted to buy vvpat machine in so much quantity.

Sir, how we can seek information and knowledge on above hope under RTI act it's possible, please help me with point wise inquiry for the same.. to file the RTI for information..
