If appellate authority does not dispose off the first appeal

If first Appellate authority under RTI Act, 2005 fails to dispose off appeal against the order of the Public Information Officer. Should the applicant move in appeal under Section 19(3) of the Act or make a complaint under Section 18(3) of the Act?

The experts in the forum always advised in the past to go for second appeal alone.

Under RTI the appellant can get all remedies under  Sec.19 second appeal only.  As information is focus

The complaint under Sec.18 can not get information as per SC Judgment, and imposing penalty is at the discretion of IC, and it is in between IC and PIO and complainant has no role to play .
