Deliberate and malafide denial by SPIO.

In a forum, a citizen has posted that SPIO has stated that information is not available, IC agreed with SPIO and disposed the appeal.  When he was asked to go to HC for filing writ, He has posted as follows:

It is in Hindi, which meant, "we have no such information with us". The expenditure in approaching the HC against the order of CIC- U.P. was around 15000/-, but I got that information from the CJM court clerk with Rs. 20/- as bribe, in the year 2015.

Any suggestions what should have been most legally proper in case of such deliberate and malafide denials by SPIO , with the knowledge that such information is available in public record, and not providing the public record causes unlawful loss to appllicant/citizen, particularly the SPIO is from Police that has to protect the law/citizens ?
