Sir, 

 If the trains in which workers work are run without following the safety norms as laid down in rail manuals do does it constitutes violation of human rights.does this case innvokes rti under life and liberty clause for workers who operate it as their health and safety are under danger

There are never any separate rules for different commuters and Railways have to follow the uniform safety directives only. Human rights has nothing to do with the employee providing commuting and safety standards.  (Maybe I am not in a position to understand correct view point, please give more details/facts)
